With the development of society, government management theories are constantlyimproved and perfected, the new public service theory is based on the critique of newpublic management and rational reflection generated. According to the theory of thepurpose of the new public service obligation, service and responsibility to follow theconcept of service, advocates strengthening cooperation and interaction between thegovernment and the community and the people, in the context of communication andconsultation, democratic dialogue, and establish an effective citizen interests expressionand appeals mechanisms. Government performance evaluation as a new managementconcepts and methods to improve the performance of the government is to implementgovernment responsibilities and practical means to improve government management,some areas of China began to explore and practice of government performancemanagement. The new public service theory for our understanding and implementationof government performance evaluation has opened up a whole new perspective, thespecific implementation of the theory and theoretical research content and values itcontains performance evaluation of our government has an important reference.Eighteen report clearly calls for "innovative management style, and execution toimprove the credibility of the government, promoting government performancemanagement." Liaoning Provincial Government explore the implementation ofperformance evaluation from more than ten years, and gradually build up an increasinglyfair, just and open government performance evaluation mechanisms and rationality,strong operability evaluation index system, a strong impetus to carry out governmentpriorities and implement further promote the municipalities to establish the scientificdevelopment concept and the correct view to guide economic and social developmentconcept, effectively played a guiding role in the performance evaluation. However, theindex system itself, the Liaoning provincial government performance evaluation indexsystem, there are still some problems still need to continue to further improve. In thispaper, a new public service theory as the theoretical perspective, combined with the newvalues of public service in the development and design process to analyze the problemsof theoretical evaluation index system in Liaoning Province, and made targeted Solutions.In addition to the main body of the introduction and the conclusion of this articleconsists of four parts:The first part is to define concepts and theories elaborated on the concept ofperformance evaluation index system and to define, and the origin and content of the newpublic service theory to elaborate.The second part of the Liaoning provincial government performance evaluationindex system, summed up the Liaoning provincial government performance managementsystem development process and indicators specific design approach, processes and soon.The third part analyzes the Liaoning provincial government performance evaluationindex system problems and cause analysis, there is a common indicator system is weak,the lack of strategic issues, and to analyze the causes of these problems.The fourth part is the Liaoning provincial government performance evaluation indexsystem perfect New Public Service Theory Perspective countermeasures to rely on thenew public service theory put forward suggestions with operational and practical.
