Establishment And Application Of Performance Indicator System Of Public Security Entry-Exit Brigade

Now the world is increasingly close ties,however foreign terrorist forces,ethnic and religious issues are still chaotic;entry-exit is an invisible country gate,and as so-called "foreign affairs no small matter”.The entry and exit management battalion(hereinafter referred to as the entry and exit brigade)is an important functional department of the public security organs of our country,and is responsible for immigration management and service functions.Moreover,under the circumstance of safeguard national sovereignty,security and the interests,the mission and duties of the entry and exit brigade is to protect the rights of our citizens legal entry and exit and internal and external communication,to combat illegal and criminal activities involving immigration control,and put all the unstable factors out.The constructing of the "safest and most convenient entry and exit" is the mission and duty of the entry and exit brigade as well.However,It is necessary to establish a scientific and standardized performance indicator system to judge whether the entry and exit brigade are reasonable,lawful and efficient to perform their duties and their duties.In view of this,this paper takes the performance management theory,system construction and technical method as the context,draws on the excellent performance evaluation results from domestic and abroad,and refers to clear requirements of the entry and exit laws and regulations on the entry and exit brigade.Under the guidance of the principle of comprehensiveness,result orientation and multiple subject intervention,systematically analyzing the structure of the entry and exit brigade and the structure of performance evaluation.Using the combination method of public security general characteristics and immigration characteristics,the combination method of subjective and objective and "3E" standard from the entry and exit brigade police mechanism to search and confirm the sub-indicator,in order to build the entry and exit brigade performance indicator system,and were given measurement and application methods.At the same time,in order to ensure the effective operation of the performance evaluation mechanism of the entry and exit brigade,this paper puts forward the relevant guarantee conditions from the elements of the police mechanism of the entry and exit brigade.Certainly,this paper combines the performance evaluation theory with the statutory duties and work of the entry and exit brigade.The performance indicator system is a combination of performance management,performance evaluation theory and practice of entry and exit.Furthermore,the indicator system has a general feature,taking into account the different places of the entry and exit brigades have different working conditions,the work focus are also different.Therefore,the results of the entry and exit brigade performance indicator system should also tightly combined with the selection of the main work of the local entry and exit brigade in the course of practical application.
