Research On The Performance Indicator System Of Public Transport Police Station

With the background of increasingly congested urban roads,to make public transport development as a priority has become a strategic choice for government to improve basic public service.Safety problem comes with the rapid development of public transport.To take an overall view of international and domestic security situation of public transport in recent years,buses and subways have been frequently attacked in big cities such as new York and Barcelona;bus accidents such as explosion and arson have occurred many times in domestic cities including Beijing,Changsha,etc.,causing enormous social panic.Faced with such severe situation,the pressure of public transport security becomes enormous.In addition to that,police force for public transport security is insufficient in most cities,hence it is crucial and urgent to reach the goal of being “safe,smooth,and orderly” for the public transport security.This goal sets higher requirements for the public transport police,which demands more and stronger combat effectiveness from limited police power.In view of that,this paper takes the basic unit of Beijing Public Transport Security Bureau,namely the public transport police station as an example.Based on "Economic Man Hypothesis","Theory of Government Performance Evaluation","Stakeholder Theory" and "Principal Agent Theory",according to the relevant laws,regulations and policies of public transport security,and the responsibilities of the public transport police station,following the principles of unity of objectives,comprehensiveness,result orientation and motivation improvement,this paper launches a detailed study on the relevant aspects of performance evaluation system,such as evaluation construction,responsibilities and tasks of public transport police station,and concrete operation environment,then takes a preliminary probe into the performance indicator system in public transport police station from the point of oughtness,and strives to build a performance indicator system that has practical value to public transport police station.Meanwhile this paper also discusses the measurement application of the system,in which according to different nature of the objective and subjective indicators,it brings out corresponding ways to collect data and measure,in order to get more scientific and reasonable results.In the end,this paper probes the conditions that guarantee the smooth operation of the performance indicator system in public transport police station.
