It is not only the focus of modern government management research to improvegovernment performance, but also the permanent objective of public administration.Government Performance Management can help the government to improve servicequality, management efficiency and revive its image, by reporting its management statusin a intuitive and accurate way, and reflecting problems in the progress in time, so as tocorrect them, which is significant in optimizing the administration model, deepening theinnovation and promoting social progress.Since the1970s when performance management was successfully applied ingovernment departments of Western countries and worked well, it has got worldwideattention as an important method to reduce government costs, enhance efficiency andpublic satisfaction, which had gained steam in government management innovation. Inthe early1990s, when performance management was gradually introduced by theChinese government, it set off the reform of government performance. As one of theearliest cities to launch performance evaluation, the performance management model ofthe Shenyang Municipal Government is gradually improved in continuous practice.However, some problems still exist. It lies in not only the lack of a real understanding ofperformance management, but also a standardized and scientific design on the basicpremise and procedures.In this paper, Professor Aguinis’s performance management theory is quoted. Basedon the practice of Government Performance Management of the Shenyang MunicipalGovernment, it analyzes its deficiencies and offers corresponding suggestions, which ishoped to explore experiences and provide inspirations, with the purpose of advancing theperformance management system of local governments.There are five chapters in the thesis: the Introduction covers the starting point andending point of the paper; the First Chapter includes the definition of the basic conceptsof performance, government performance, performance evaluation, performancemanagement, and the introduction of the system of Professor Aguinis’s performancemanagement theory; on the basis of Government Performance Management of theShenyang Municipal Government, the second chapter take a review of the six stages of its development, summarizes the effects and points out shortcomings; the third chapteranalyzes shortcomings in Government Performance Management of the ShenyangMunicipal Government in detail in Professor Aguinis’s Theory; the fourth chapter offerssome perfect proposals and some improvement measures, on the base of the issues ofGovernment Performance Management of the Shenyang Municipal Government.
