Government responsibility, is that the government in the process of fulfilling the functions of social management must be responsible for the public, and when violating of the law, they have to bear the consequences, in order to counterpoise both the compulsion. Government responsibility, it means that the government fulfills organizational functions within the purview of the completion of the work or mission, focusing emphasized its obligations. This paper discusses the concept of government responsibility.In modern society, demands of modernization heavily, frequent human activities, pollution industry developing fast, all these contaminate the environment seriously. As the defender of public advantages, the government charges of all kinds of affairs about the environment.
