The Research Approach To Increase The Elderly Social Welfare

Nowadays the aging trend in China exacerbate day by day. The pressure tosupply social welfare to the old increase gradually. As the single effort to provide theelderly social welfare, it is difficult to meet the needs of the growing elderlypopulation for the government. In this case NGO share part of the pressure to providesocial welfare with the old people, and play an important role to the reform of thegovernment as well as building a more harmonious society.This paper includes seven chapters: The first chapter describes the background,significance, objectives of the research as well as the research method and the mostimportant and difficult parts of the research, and defines the concept ofnon-governmental organizations and the elderly social welfare.. The second chapteris the literature review of demestic and oversea countries. This paper will do theresearch on the basis of welfare diverse theory and the third-party management theoryand governance theory. The third chapter describes the practice of the filial pietycultural association in city Q to provide social welfare with the old age. The fourthchapter discusses the internal and external constrain factors of NGO providing socialwelfare, including the unsound of legal system in China, the lack of funds, the publicconsciousness, the lack of human resources and the unsound of the managementmechanism of NGO. The fifth chapter will combine the constrain factors in chapterfive and put forward specific measures to strengthen NGO in providing social welfareto the old age. The chapter sixth will be a brief summary of this paper.
