Research For The Channels Of Citizens Participating In Local Public Policy-Making

It is an effective way for citizens participating in local public policy-making to improve the government failure, to promote the local public policy-making scientific and democratizing. Meanwhile, it is also a powerful support to resolve the conflicts and construct a harmonious society. However, on current circumstances, affected by kinds of factors, there is no good channel for citizens to participate in the local public policy-making, the citizens’reasonable will and demand could often not be expressed effectively, which will probably result in mass incidents and affect social stability. The intention of studying channel of the citizens participating in local public policy-making is to analyze the reason which causes the imperfection of the public participation channels; so that we could get the solution to make sure the citizens could participate in the local public policy-making and Give full play to the positive role of this participation.This paper takes the Sichuan Shifang event as the case study, applies the regulation-interest group theory of the Public choice theory, analyzes the reason of the reason which causes the imperfection of the participation channel, then analyzes from the specific case to the general practice, proposes the solution of perfecting the channel for citizen’s wide participation. This paper has five parts, the first part is the introduction which mainly introduces research background, the significance, the domestic and international research, the related research and methods,and the research ideas; the second part is the theory summary which defines the basic conception, analyzes the game between the participation action and the participation form, presents the significance of public participation and introduces the theoretical basis for research; the third part is the case analysis of the public participation which points out imperfection of the channel for citizens participating in the local public policy-making via the analysis of the Sichuan Shifang event which is a very representative case in recent China; the fourth part analyzes the reasons which cause the public participation channels from diverse perspectives; the last part proposes the solution and suggestion for public participation in the local policy-making.
