Our community has developed into the age of internet, the effects of internet haspenetrated into all aspects of our lives in this society. During this kind of profoundchange, the distinctive characteristics and laws of internet will produce a huge andfar-reaching impact to the management of the government. In now days, thedevelopment of economy and society has walked into a dilemma of reform, all kindsof contradictions and conflicts are gradually revealed, people want to express theirdemands strongly, the public opinion of internet is becoming more and morecomplicated. However, as the host of social management, the government alwaysstays in a passive position of dealing with network public opinions, lack ofpreparation, respond slowly, working imperfectly, unscientific lead can be foundeverywhere, it damaged the social stability and the government’s credibility seriously.Therefore, make good use of network public opinion to understand and grasp thenetwork public opinion correctly, then discusses the ideas and measures to strengthenand improve supervision work, has very important practical significance.This article selects the local government of Henan province as the research object,the new public management theory and the governance theory as the theoretical tool.First, describe the present situation of network public opinion supervision of localgovernment in Henan, clear the current regulatory institutions, work mode and thecurrent results. Then combine with the typical case of network public opiniondisposal happened in Henan province, analyze the problems existing in the currentregulatory. Points out four aspects of problems such as the improper disposalefficiency is not high, coping styles, the government and people lack ofcommunication, lack of research, daily monitoring and guide, then carries on the deepanalysis about problems, summed up the unclear division of responsibility, lack of thelegal system and mechanism construction, lacking the ability to work, laggingmanagement concepts as four aspects；Finally, based on analyzing the problems andthe reasons, put forward the idea and strategies of strengthen and improve the network public opinion supervision of Henan local government. Start from fiveaspects of a clear division of labor cooperation, strengthening the construction oflegal system, strengthening public opinion guidance, enhancing the quality ability,changing management idea, improve the way of management, innovationmanagement，form a new pattern of positive guidance and management in accordancewith the law in the field of network public opinion supervision.
