Research On The Government Function In The Supervision Of Network Public Opinion In China

The rapid development of internet and self-media makes network public opinion become the main force of public opinion supervision,which plays a significant role in the social stability and government management.Network public opinion has become an important way to convey public opinion,supervise government and participate in social governance.In addition,the network public opinion and the social opinion influence each other,which has aroused the high attention of government departments at all levels.In the process of the promotion and evolution of network public opinion,it has more and more influence on the function of government in our country,which is an important driver of the transformation of our government and society at present.It plays an important and direct role in the feedback of government behavior and ruling effect,which can effectively supervise the use of government public power,the government administration degree according to law,prevent and curb the abuse of public power by government workers and other corrupt acts.Moreover,network supervision of public opinion can also improve the defects of traditional supervision of public opinion,such as disorder,lag and high cost,which is a sustainable,low-cost and efficient way of supervision of public opinion.By using various research methods,such as literature research method,comparative research method and case empirical analysis method,combined with the theory of public opinion supervision and the theory of government function,this paper analyzes the present situation of the government in the network public opinion supervision work in the current transitional period,as well as the contradictions and problems faced,and further analyzes the causes of the problems.Finally,this paper discusses the specific countermeasures and suggestions of government functions in the supervision of network public opinion.At the same time,in order to better improve the performance of government functions in the supervision of network public opinion,by drawing on the experience of government functions in the supervision of network public opinion in the United States,Germany and Singapore,on the basis of the enlightenment of the experience of developed countries,this thesis combines the actual situation of our government to proposes some suggestions which are suitable for the performance of government functions in the supervision of network public opinion in China.First,it should change the concept of network public opinion supervision to conduct the source governance through the establishment of the concept of normality and the elimination of social contradictions.Second,it should strengthen the construction of the network public opinion management system,enhance the system from three aspects of safeguarding the citizen's participation in the system supply,improving the government's response ability and perfecting the legal system.Third,it should strengthen the construction of network public opinion management team to establish a talent training system through optimizing the cultivation of content,strengthen organizational management and other aspects.Fourthly,it should carry out multi-subject participation in network public opinion management.The burden of managing network public opinion can not only be on the shoulders of the government,but also needs the participation of the whole society and joint cooperation,in order to truly promote the improvement of the network public opinion supervision system.Therefore,from the beginning of perfecting the internal network management system of the government and extending to the social professional institutions and social forces,we should strengthen the supervision of the media industry and enhance the self-discipline consciousness of netizens to effectively manage the network public opinion,so as to truly embody the functions of the government.
