One hand, large-scale Hydraulic and Hydropower Engineering construction bring in large economic benefits, ecological benefits promoting the Country's development; The other hand, a lot of land being expropriated bring more and more immigration problems. As you see, the hydropower engineering immigration is a complex project, As our history experience, It brings large negative impact in economic and society, mainly poverty—the key to restrict the Hydraulic and Hydropower Engineering development. The writer using analytic hierarchy process, Delphi technique theory integratedly, constructs an hierarchy for choose the operational model of immigration compensation based on the AHP model, defining index weights of the investment project using Delphi technique, constructs the judgment matrix between the factors in the different levels. By analyzing judgment matrix and consistency, come into being the total arrangement of factors index weights, choosing the agriculture as the best project for immigration compensation funds operational model of the LongPan hydropower station. Finally, using SWOT analytical method, the writer analyzes the strengths, weakness, opportunity, threat of the agriculture investment project, then constructs the SWOT matrix, analyzing and choosing the idiographic investment direction scientifically, finally get the conclusion that at first, we choose the industrialization operation project such as economic crops, animal husbandry and tourism services.According to the research of Hydraulic and Hydropower engineering's correlation theory, policy and the research of resettlement compensation funds operation necessary and feasibility, using LongPan hydropower station immigration as an object of the demonstration research, we choose the agriculture as the best investment operational project, analyzing the best investment direction , and then make the proposal about the operational project and investment direction of the Hydraulic and Hydropower Engineering immigration compensation funds.
