The Research Of Construction And Improvement Of Public Opinion Expression Mechanism

Since the1990s, in the process of social transformation, which is characterized by Resource re-aggregation, because of the serious imbalance in social rights and expression skills of different groups, the disparity between the rich and the poor continue to widen, resulting in a broken social structure. In this society, the lower social group has no resources to express their opinions, and this results in skewing of public opinion and underclass is deprived severely. Only when we build effective public opinion expression mechanisms, provide them institutionalized protection to achieve the balance of rights and interests, social fracture will be eliminated and the society will develop.The first part of this article defines related concepts of public opinion expression, including the concept of public opinion and public opinion expression, the theoretical basis and the general path of public opinion. The second part describes the composition of public expression opinion mechanism, including the main body and the specific ways of expression. Among them, the people’s congress system and political consultation system are the most formal expressions ways. And participation in community and using social media are other ways. To keep the operation effective, mechanism of expression must keep its principles, democracy, rule of law, smooth, orderly and so on. To measure public opinion expression mechanism, there must be a valid measure of unity. We must grasp its fidelity, integration, accessibility degree and accepted degrees. Based on these evaluation criteria, combined with the reality of the current situation of public opinion expression, we find that our expressions are formalistic, unofficial expressions occur frequently, and the Internet has become an opinion platform of a wide rage. The third part of the article analyses the problems of mechanism of expression and the reasons for the existence. There are following aspects:First, the main body has its own shortages; Second, the lack of cooperation and guidance mechanisms leads to poor performance of public expression; Three, the structure of the expression is unbalanced, and channel is not smooth; Fourth, because of the lack of security and control mechanism, strong group monopolizes the right to speak. The main reason for these problems is China’s economic development, centralized system and the historical and cultural background. Fourth part, we can improve the public opinion expression from the following aspects:strengthen the expression skills of main body, prove the response mechanism, expand the channels, strengthen institutional building, comprehensive protection mechanisms and foster political environment improvement mechanism of expression.
