At the end of the last century, our country had been entered the aging society.The speed of the aging process had been increased. since2000years ago, and whichis expected that China’s elderly population will be over400million in mid-21stcentury. It can not be ignored the rural pension issues have become increasinglyprominent with the accelerated pace of population aging, especially in such a vastrural area and rapid development of urbanization country.This paper is divided into five main parts.the first part is an introduction to theresearch background, significance, and purpose, status of other domestic and foreignresearch. The second part of the theories and concepts used in this paper aresummarized. The third part will analyze the investigation data of Machaoyingcommunity, and the summary and analysis of Machaoying community’sproblems.The fourth part is to put forward the solution to the rural old-age dilemma under theguidance of relevant theory, on the basis of empirical research. The fifth part is theconclusion.In short,in this paper, on the basis of the Maslow’s theory and welfare pluralismtheory, the writer studies the M empirical research community in L country, Luoyangcity, Henan province. Through the survey, random sampling, the basic situation oflocal rural communities, general understanding of the pension system is concluded inthe local community. Besides, facilities are also surveyed, thus, through the analysisof the rural communities of the old-age pension system; it is found some perplexingtroubles during the developing process of the rural communities in our country. Forexample, rural communities related pension systems are imperfect, the governmentsput themselves in a disorder position, besides, the government’s own financialdifficulties all lead to neglect the spiritual and cultural needs of the old people. Moreimportantly, the inadequate pension liability would weak rural elderly care servicesystem in rural communities to cause the lower service level of endowmentprofessional team and so on.This paper mainly analyzes these issues and come upwith some ideas about how to break down the deadlock in rural pension system. It puts forward that the government should build a service-based diversified pensionservice system. this article attempts to propose to establish a government based ondiverse rural communities to participate in the pension system on the basis ofempirical research. And the writer provides some suggestions to improve the level ofcommunity care services in rural areas.
