Research On The Reform Of The Administrative Examination And Approval System Of The Provincial Government In Vietnam

Reform of administrative examination and approval system for the provincial government of Vietnam is an urgent requirement. Since achieving national comprehensive of reformation Social and economic in1986year to today, Communist Party of Vietnam and the Vietnamese central government often determine the overall public administration reform and administrative approval system reform for the particular is an important mission. Although, Public administration is a new concept in Vietnam, it is real to appear after from the planned economy and Centralized bureaucracy system transform to the market economy oriented Socialism system of the National. After appear form, Vietnam's public administration is the kind of which while the operating, while exploring, learning and doing experience. As the result, process of administrative approval system reform implemented in Vietnam is also the one edge in implement processing, the one edge in exploring, learning and doing experience, the national haven't had experience in implementing administrative approval system reform. So, even after20years, in one edge in operating public administration, in one edge in exploring, learning and doing experience, but the results of public administration has not agreed to the socio-economic development of the request. In order to promote national development motifs, public administration of Vietnam is necessary to constantly improve and reform, preliminary to meet the requirements of citizens and businesses, create public administration clearly, since this create clearly investment environment of Vietnam, in the promotion national socio-economic development make a contribution. Understanding this problem, I studied the problems of the Vietnamese provincial government administrative examination and approval reform, as its own doctoral thesis. This paper besides the introduction and conclusion, also built into five chapters. The main contents of this paper are as follows:The introduction part. The main contents of the introduction part are clearly research background and significance, relevant theory with the administrative examination and approval and the according to theoretical of studies, research contends, research methods and research framework. The firth chapter explains Communist Party of Vietnam on the country's overall public administration reform and the administrative examination and approval reform of viewpoints, ideas and routes. These ideas and viewpoints in the file is I systematically National Congress of the Communist Party and other relevant documents mentioned in the administrative examination and approval system reform. As the same time, this chapter also mentions the central government of Vietnam in actions of the administrative examination and approval system reform, which to implement the reform of administrative examination and approval system for the realization under the party's guidance. On the other hand, this chapter also describes the contents of the Vietnamese provincial administrative examination and approval system reform. With the condition of Vietnam, administrative examination and approval system reform in Vietnam must implement in all of the content, can not implement in the single content. The main content of the second chapter is clearly achievements and deficiencies of the provincial government administrative examination and approval system reform of Vietnam. In the third chapter, I pointed out the existing problems of the reform of administrative procedures, the provincial government of Vietnam, and analyzed the main causes that lead to these problems. I also made a specific investigation in Thai Nguyen province, Vietnam; therefore the survey's results clarified citizen's evaluations of the reform of administrative procedures of the Vietnamese provincial government.The fourth chapter is from valuables experience of abroad administrative examination and approval system reform, and implicate for the reform of administrative examination and approval system of Vietnam's provincial government. In this chapter, author mainly studies the experiences of the United States and China. The two countries have different political systems, but they have made many successful in administrative examination and approval system reform, and they are also the first and the second economically developed countries in the world. Social, economic and political successes of these two countries have been the administrative examination and approval system reform affected. So, Vietnam can achieve a lot of valuable experience. Therefore, from the results of the study, author has taken some inspiration for Vietnamese provincial government administrative examination and approval system reform. The fifth chapter, from the content, achievements and deficiencies of the Vietnam provincial government administrative examination and approval system reform, along with valuable experience abroad, author proposed the basic ideas for the Vietnam provincial government administrative examination and approval system reform. The main content of this chapter are:The first, consider of the administrative examination and approval system reform in Vietnam; the second, location of targets for the Vietnam provincial government administrative and approval system reform; and the third is selected the method of administrative examination and approval system reform in Vietnam. From the research achievements, I offered a number of policies aimed at better implementation of the Vietnamese provincial government administrative examination and approval system reform. In conclusion, the main content is the result from the research process. From the research process, I extracted several conclusions, about: necessity, Implementation process, content, Achievement, Inadequate and cause of inadequate of the Vietnamese provincial government administrative examination and approval system reform.
