Execution power refers to the ability enables the administrative organs to convert the administrative decisions into real results by a set of effective system or technical operation methods and cultures. To fulfill the responsibilities and tasks relied on the enhancement of the execution power of different level administrative. In order to continuously enhance and guarantee the execution power, one of the important factors is to establish responsibility system, improve safeguard mechanism, and consequently achieve the implementation of the responsibility and promote tasks. Therefore, to drive tasks completion by responsibility implementation, finally will be determined by the execution power evolved. The grass-roots maritime departments are in the first-line of serving the administrative counterparts, undertaking the specific tasks of services. Their work is not only to establish the rules, but more important to the apply the the concept of the system contained to real work, to transform the decisions into specific work, and to realize the advanced idea, thinking, and methods ultimately into the grassroots level. Therefore, the execution power of the grass-roots maritime departments is the vitality of maritime work, which greatly affects the water traffic development, affects public interests, and the waterway traffic image. The enhancement of executive power is an important guarantee for the achievement of the overall goals of maritime work. This paper based on the present status and characteristics of maritime work execution at the grass-roots level, by using the theory of system analysis, target management, performance evaluation and efficiency assessment, to find out problems existing in the grass-roots maritime departments and proposes some countermeasures to improve the execution power of the maritime departments at grass-roots level. This paper is aimed to building up the era needed guarantee system of maritime execution power to promote maritime executive power, and improve the overall ascension of the maritime management level. This paper combine the execution theory and maritime administration together, put forward an improving maritime guarantee suggestion, to meet the modern maritime administrative philosophy; put forward the implementation of maritime administrative accountability system to improve the maritime administrative execution; to establish and improve the law enforcement responsibility system, implementation of the right standard to the transformation duty standard, the law enforcement responsibility from result control, into the whole control process and outcome control, closely integrated administrative law enforcement right and responsibility of law enforcement of maritime supervision mechanism; improve the performance appraisal system, the establishment of performance evaluation index system, improve and standardize the evaluation methods, promote the comprehensive promotion of maritime enforcement. This research is to promote the maritime execution comprehensive promotion, formation of maritime unique competitiveness, improve the management level, and will play a certain role in promoting the sustainable development of maritime business.
