| The bureaucratic system bears the heavy burden of the task of national governance,and improving the operational efficiency of the bureaucratic organization is the inevitable requirement of realizing the modernization of national governance system and governance capacity.As the basic unit of China’s bureaucratic system,the grassroots government undertakes the important task of dredging the "last mile" of policy implementation,and its policy implementation is directly related to the realization of the effectiveness of various policies.However,when the policy deployment and reform measures depend on the bureaucratic system to be conveyed and implemented from top to bottom,the grass-roots government often presents formalistic problems such as "coping implementation" and "symbolic implementation",which seriously restricts the achievement of the practical effects of various policies.The Party Central Committee also attaches great importance to the problem of formalism that troubles the grass-roots level,and for this reason has issued several articles to carry out special governance.Based on the theory of new institutionalism,this study aims to explain the formation mechanism of grass-roots government formalist administration.First of all,the connotation of the formalistic administration of the grass-roots government is explained.In the context of formalism,the grass-roots government is defined as an organizational entity located at the bottom of the government hierarchy system and in direct contact with the society,and its execution and sociality are emphasized.Will complete public administrative tasks as the basic content of basic government administrative process,the combination of formalism in the distinction between "form" and "content",to form the essential connotation of the administrative and the specific performance were analyzed,and the formalism of administrative subject is the nature of administrative publicity of public administration from the sex runs,shown as: on the administrative target task orientation and value orientation,in the process of administrative embodied in: focus on short-term goals over long-term ones,value excellence over potential,pay more attention to the will of superiors than to the will of the masses.The theoretical interpretation of the grass-roots government formalist administration is not only the innovation of this paper,but also the basis of the following analysis.Secondly,based on the theory of new institutionalism,this paper tries to construct an analysis framework of "institutional-situation ",and makes a concrete analysis of the formation mechanism of grass-roots government formalist administration.The new institutionalism emphasizes "institutional relevance" rather than "institutional decision",so it is possible to better understand the grass-roots government formalist administrative phenomenon by incorporating behavior scenarios outside the institutional framework into the analytical framework.Then,the "system element" and "situation element" which influence the behavior choice of the grass-roots administrative subject are discussed.In the third part,it focuses on the analysis of the mechanism of institutional elements on the grass-roots administrative subject,mainly from three aspects of organizational structure,organizational rules and organizational operation mechanism.It is believed that institutional elements provide a living space for the emergence of grass-roots formalistic administrative phenomenon.In the fourth part,it focuses on analyzing the influence mechanism of situational elements on the grass-roots subject,mainly from the complexity of governance issues and the uncertainty of the administrative environment.It is believed that the complex situation further strengthens the motivation of the grass-roots administrative subject to take the formalistic administrative behavior.Finally,on the basis of the above analysis,this paper puts forward the blocking path of the grass-roots government formalist administration phenomenon from three aspects: perfecting the formal institutional arrangement,cultivating the positive administrative culture and strengthening the building of grass-roots governance ability,in order to create conditions for the grass-roots to reduce the burden and increase the efficiency. |
