A Study About Causes And Countermeasures Of The Unorganized Group Incident

With the profound reform in economic system, great changes in social structure,continuous adjustment of benefit pattern, huge changes of idea, China stepped into a period ofsocial transformation. This unprecedented social change brought great vitality to socialdevelopment, but also brought about various problems. On the one hand, the society got hugeprogress, the economy developed rapidly, people’s livelihood got improved significantly; onthe other hand, the question in economic development is still stern, the political system reformis slow, the interests of differentiation has become increasingly prominent. It can be said thatChina is in the golden period of the social development at present, but also in the outbreak ofsocial contradictions and social conflicts. The outbreak of direct manifestations touched off anumber of domestic group incidents. Unorganized group incident became a kind of groupincidents in recent years, has the remarkable characteristics, such as incident to preventive,non direct interests of the participants, the confrontation of the government, expression of thenon rational and the single processing method etc.. Unorganized group incident frequentlychallenged the authority of the government, disturbed social order, undermine economicdevelopment, brought the huge impact to socials ethic, and affected the harmonious processof our society seriously, therefore it becomes the difficulty in the government crisismanagement.In this paper, on the basis of academic circles about the unorganized group incident, putforward the views, proposes research contents, main ideas, research purpose and thesignificance. With the definition of “group incident" and " unorganized group incident",research the status and development trend of unorganized group incident in China. Using theresearch results of social conflict theory, collective behavior theory and crisis managementtheory, combined with typical cases at home and abroad in recent years, we found that theunorganized group incident is caused by the interest differentiation in social transition period,the mistake in government decision-making and misconduct, network supporting andd weaksense of law in society. The individual events, failure of the field control, the rumors,confrontation of the emotion and the responsibility is the direct cause of the unorganizedgroup incident. According to the causes of n unorganized group incident, the society shouldaccord to processing people interior contradiction, prosecuted and reasonable treatment,prudent use of force principle, promote the innovation of social management, improve themechanism of distribution of interests, strengthen the construction the government and increase the supervision network, constructing the harmonious society in the macro mean. Atthe same time, deal with the unorganized group incident in the prevention phase, respondphase and the restore phase.
