A Study On Moderate Standard Of Living Allowances For Orphans In China

In2010, China implemented the living allowance system for orphans. The government issued living allowances to all the orphans in the urban and rural areas for the first time in order to protect their lives. However, the lowest living allowances standard for orphans set by the Ministry of Civil Affairs have been adopted by many areas since2010and have not been adjusted according to the level of economic and social development in the different regions. Thus, it is important to study the suitable orphan allowance standards.This paper uses some research methods such as literature method, investigation method, statistical analysis method and so on to analyze the moderate standard of living allowances for orphans. The first chapter collects review of living allowances for orphans from different perspectives by scholars and determines the object of study, the formation of this thesis. The second chapter analyzes the background, content and problems of living allowance system for China’s orphans. The third chapter describes the theories and calculation methods for living allowance standards for orphans. The fourth chapter designs the questionnaire and interview outline by using Maslow hierarchy of needs theory and get the results of needs of orphans by some surveys.The fifth chapter is the most important part of this paper and studies the living allowance moderation from four dimensions, i.e., the value dimension, fairness dimension, time dimension and the geographical dimension. The results shows that:a modest living allowance for orphans must meet the most basic needs of orphans for their survival and development, must gradually be improved with increasing price levels, must be adapted to the level of economic development in all regions and must be adapted to the minimum living standard security system in urban and rural areas to protect the orphans with intellectual disabilities. Therefore, the national average standard of living allowance for orphans must be within a certain range. Based on the average standard, the standards in different regions may be adjusted according to the economic development level and the price level in each region.Finally, this paper get a conclusion on the living allowance standards for China’s orphans and suggests that the standards can be set and adjusted according to the need of orphans, the annual economic growth rate, the price level, the minimum living standard, the average consumption level of urban and rural residents and different regional economic development levels so as to realize the moderation of living allowance standards.
