The problems of troops training are mostly caused by no refinement of organization and training, no refinement of the operation and no refinement of checks, etc.. Especially when the air force is at a critical stage of training of the new program and restructuring of development, the replacement of weapons and equipment, the rapid development of information technology and extensive management methods were not already suited to the requirement of "zero error" and "zero fault" of readiness training and "zero defect" of equipment management. The purpose of pushing troops refined management is to change the troops extensive management of the past. Strengthening the officers and soldiers’awareness of duties and orders, the implement of the rules and regulations and the intension of various regulations execution, it improve execution and implementing force that the process of the implementation is as the process of strictly management of troops.This paper discusses problem forces of fine management as the research object, through analyzing the current situation of the find out the problems existing in the process of the fine management in the army, using the basic principle of the refinement of management, and according to the basic concept of fine management, thus more in-depth research, find out the countermeasures of perfecting forces scientific management mechanism.The article separately from the forces of fine management is importance and urgency, evaluation of the current situation and existing problems, a more detailed analysis. Paper for defects in the traditional force management system, the intensification of theoretical guidance, from improving personnel quality, overcome inertia, control the drip, strengthen links, collaborative management, so as to improve the overall efficiency of management perspective, puts forward method of quantification, details, standardization, the lean, informationization five method means to solve the problems of the forces of fine management, realize the purpose of the forces of fine management.After reform,fine management of the army has achieved initial success. With the principle of intension and strictness, it focuses on the development target of the army. By analyzing and decomposing the workflow,as well as refining and quantifying the workload,the management process has been reengineered and more standardization,quantitation, process and standardization the management level and overall strength has been further enhanced to accelerate the healthy, sustainable and harmonious development of the army.
