Research On The Transformation Of The Law Enforcement Mode Of Grass-roots Urban Management Under The Vision Of Management Refinement

With the intensification of urbanization,the urban grass-roots administrative law enforcement has become an important issue in the field of administrative law enforcement,which is related to the fundamental interests and living standards of the masses.With the growth of the new media and the improvement of the people’s consciousness of the rule of law,the attention of the urban grass-roots administrative law enforcement is becoming higher and higher.Under the new goal of innovating social governance and strengthening grass-roots construction,all sectors of society have been involved in urban governance more and more deeply.Various management concepts have also been absorbed,and the importance of governance refinement is also increasingly apparent.Under the background of fine governance,the urban grass-roots administrative law enforcement is more careful and humanized while taking into account the effect of the law.Some changes have taken place in the existing administrative law enforcement mode at the grass-roots level of urban management.Specifically,there are four changes in the following: Firstly,under the background of deepening the reform of the administrative law enforcement system,the reform of theadministrative law enforcement system of urban management in various parts of the country has been carried out in succession.The administrative law enforcement mode at the grass-roots level has become more "flat",and the law enforcement process is more "streamlined",and management emphasizes "comprehensive".Secondly,under the meticulous governance based on science,rationality and accuracy,extensive urban grassroots administrative law enforcement mode has gradually changed and become more scientific and standardized.Thirdly,under the "people-oriented" harmonious society,the urban grass-roots administrative law enforcement is at the same time paying attention to the effect of governance,and it has the nature of "humanization".Finally,the urban grass-roots administrative law enforcement mode has become more emphasis on "fair,fair and open",but also embodies the "civilization" and "meticulous".But it can`t be fully adapted to the requirements of the refinement of governance.The core concept of this paper is the refinement of governance,the administrative law enforcement and the administrative law enforcement model.The research means of this article are the theory of public participation and the theory of power.Through the study of the administrative law enforcement mode of the grass-roots squadron in the process of administrative enforcement of urban management in Pudong New Area of Shanghai,we found that the urban grassroots administrative law enforcement mode presents a serious difference between law enforcement personnel,increasing grid management mode,increasing Department linkage and non-standard management.Especially,with the improvement of network technology,new problems appeared,such as shared bicycle parked at random,unlicensed drivers operation illegally by taxi software,the residential site was transformed into "party" site.Because of the restriction of the process of administrative legalization,the restriction of administrative law enforcement system and mechanism,the restriction of administrative law enforcement performance appraisal system and the restriction of socialization of administrative law enforcement.In the face of emerging new businesses,urban management at the grass-roots level shows that there are some problems in the administrative lawenforcement,such as the power and responsibility of the law enforcement is not consistent,the public recognition is low,the efficiency of law enforcement is not enough,and the coordination between law enforcement departments is poor.Therefore,the urban grass-roots administrative law enforcement mode must be changed,and the law enforcement mode needs to be more "ruled by law,socialized,intellectualized and standardized".
