Chinese Armed Police Force(C.A.P.F.), as a troop maintaining China's social stability and safeguarding public security, plays an important role in maintaining and realizing the public interests. Faced with the ever-changing domestic and international situations and the contradictory, complicated and serious security challenges, the armed police force's functions continue to expand, so missions like duty service, dealing with unpredictable events, relief and rescue in natural disaster,anti-terrorism fight, stability maintenance and security guarding gradually become normalized but at the same time, the conflicts between duty service and army improvement have been highlighted. Therefore, improving the army management while performing multiple tasks and as well as enhancing the cohesion and battle effectiveness of the army under dynamic conditions have become an important and practical task that the force needs to study and settle.Currently, the armed police force is able to combine closely and conduct multiple tasks, also pay close attention to the management of troops while carrying out tasks, which has effectively promoted the army's overall construction and completion of all tasks, at the same time efficiently maintained the social prosperity stability and people's life hood. However, with the changing situations and missions and also assessing from the perspective of “strong army” and “strong police”, we know that problems like the lack of recognition of the importance on different levels,limiting study of features and laws, ineffective conflicts solving, low quality and benefits of the army management while performing tasks have restricted and influenced the development of army construction and completion of all kinds of tasks.This paper therefore takes the army management of the armed police force while conducting tasks as the research object and makes a theory discussion of it.Combining the author's experience of conducting tasks and on the basis of huge amount of documentation and information as well as analyzing the current situation,the paper finds out the problems which have impacts on the accomplishment of tasks and army building in the management of armed forces while conducting tasks.Besides, the thesis does deep analysis on the reason of these problems from the perspectives of features and changes of management efforts, management environment, management concepts, management objectives, management systems,management process and so on in the new era. Then, the paper comes up with suggestions and countermeasures of how to strengthen the army management when conducting tasks. That is to say the management should agree with training to improve the ability of performing tasks; the army management should adhere to law strictly and the scientific management level needs to be improved; the army should focus on political education and establish an effective education management mechanism; the army also needs to pay attention on humane care and cultivates the man-based management idea. Besides, the army should better the assessment methods and optimize the talent selection mechanism as well as highlight the management focus and establish the security control mechanism when conducting tasks. Only by more efforts on further deepening ideological recognition, exploring features and laws, perfecting the system and mechanism, improving and implementing high quality, and enhancing management, can we ensure the accomplishment of central task and the high stability and unification of the army.
