Research On Refinement Of Primary Market Supervision

Refinement is the future direction of urban governance,it is the deepening of new governance based on reflecting and criticizing the traditional extensive social management model,and it is also an important content of national governance capacity and the modernization of governance system.As an important part of urban governance innovation,market supervision and management is in the deep water stage of reform,and primary market supervision and management urgently need to innovate supervision methods and strengthen primary forces.The refinement has pointed out the direction for deepening the reform of primary market supervision and management.At present,domestic academic circles have few literature of research on refinement,and there are few refined researches on the field of market supervision and management.Moreover,the research content is abstract and focuses on academic interpretation and lacks analysis of interpretation of practical cases.So this paper takes public management as the perspective,attempts to combine refined governance with market supervision and management,and conducts research and exploration in brand new fields.Under the background of refinement exploration of urban governance and the reform of market regulators in Shanghai,this paper takes the operation and management of unlicensed food in P sub-district of Shanghai as an example to interpret the connotation and the characteristics of the refined supervision in grass-roots market.Firstly,it combs and analyzes the literature research on refinement and market supervision at home and abroad,introduces the research content and methods of this topic,and lays the research framework of the thesis based on the theories of refined governance,stakeholders and market supervision and management.Secondly,this paper introduces the practice about the operation and management of unlicensed food in P Street of Shanghai from the aspects of governance subject,governance pattern,governance measures and governance technology,uses questionnaires,individual interviews and other research methods to understand the governance effect and evaluation from relevant stakeholder groups,analyzing the motivation and foundation for the implementation of refined governance when the grassroots government faces the ills of urban managements and summarizing the experience of governance.Thirdly,according to the practical effect of governance,this paper summarizes the cases,points out the governance has the problems and defects such as the lack of refinement and the single subject of governance,etc,and points out that the management department's deviations in the understanding the connotation of refinement,the government pays more attention to management and less attention to governance,and the institutional defects in the supervision on grassroots market,the insufficient use of intelligent technology,and expansion of governments' administrative power are the main reasons for restricting the further development of refined governance.Finally,on the basis of governance experience of cases and the problems exposed,this paper targetedly proposed some suggestions including strengthening the grassroots government's understanding for the connotation of refined governance,promoting the reform of the main body for the refined governance at the grassroot level,accurately locating the role of the government in market supervision,and innovating the technologies of refined governance for the grassroots,etc,which can provide some references for the departments of decision-making and management.
