Problems And Countermeasures About Rural Public Infrastructure Supply In Wuding

For a long time, the infrastructure has been considered a precondition for economic growth and social development. Public infrastructure is a important precondition to promote rural economic development, improve agricultural productivity and increase farmers’income in rural areas;Secondly, the supply of rural infrastructure is also an important manifestation of Communist Party of China’ruling capability and the local governments’public service capacity;Finally,effective supply of rural public infrastructure is also an effective way to eliminate poverty in poor counties.Therefore, public infrastructure plays an important role in social development in rural areas.Wuding County as a national poverty counties, because of a serious lack of public revenue, the county social undertakings need to national fiscal policy support, a huge number of poor people, and the lack of public infrastructure in rural supply system, the long-standing dual economic structure and other factors led to the supply of rural public infrastructure has been difficult. Underdeveloped rural infrastructure has seriously hindered the development of rural society and economy, so the strengthening supply Wuding County rural public infrastructure is desperately needed.This paper studies the basic ideas:First, explaining the relationship between public infrastructure and the supply of public infrastructure in rural, poor and anti-poverty and rural infrastructure, as well as four key points:the theories of public goods, public finance, public service, and anti-poverty. Then, from the supply of public infrastructure points out the realistic condition of Wuding County’s. After that, author draw lessons from some scholars’researches, and contact the concrete condition of Wuding County to find out four issues in supply of rural public infrastructure of Wuding, which are shortage, unfair, unreasonable structure and imperfect management system of supply, thus it is also an attempt to explore the reasons behind theses problems. Finally, taking the problems of rural public infrastructure in Wuding as a basis, and puts foreword four suggestions to strengthen supply of rural public infrastructure, that are increasing the total amount supply of rural public infrastructure, establish a sense of urban-rural integration, establish and improve the urban and rural public infrastructure to co-ordinate the supply system, establishment of a demand-oriented supply of rural public infrastructure decision-making mechanism and improving the management system of rural infrastructure supply.
