Study On Operation Model Of Yunnan E-port

E-port is one of the important parts of E-government, a symbol of trade modernization, and also the main method to enforce the law fairly, justly and openly among the governmental agencies. The Beachhead Strategy historically pushes Yunnan to Chinese front of Reform and Open up, Yunnan E-port--the only information service platform for Fast Going Through Customs in Yunnan, not only can reduce the trade cost, improve the efficiency of trade, but also can strengthen the comprehensive effectiveness, perfect the supervision of import and export. The study on the operation model of Yunnan E-port, is significant in attracting foreign investment, expanding export, improving investment environment, enhancing the enterprises’ability of international competition, raising the efficiency of Yunnan going through customs, and speeding up the development of exported-oriented economy.This paper is trying to lay the theoretical and practical foundation, through the study of the pop "Single Window" among nations; utilize the E-government theory to analyze the features of E-port’s operation model in China, sum up the practice and experience for Yunnan’s reference; take Yunnan E-port as an example to dissect, for knowing the opportunities and challenges, dig out the roots which affect or restrict; define Yunnan E-port’s function, orientation and development target, establish the proper model for Yunnan----government-leading, joint construction and sharing, market-operation; formulate the relevant safeguard mechanism, offer sound strategies for Yunnan E-port.To adopt the methods of literature reviews, comparison analysis, field survey, making models, taking operation model as an entry point to study Yunnan’s E-port, it can be seen:from the aboard and domestic successful experience of E-port, and even some lessons from domestic, operation model is the vital element which concerns the wax and wane of E-port. In terms of Yunnan, no matter the previous information platform which is mainly government investment and total public-good benefits, or according to the operation and development, the later co-construction and sharing which extends e-commerce and some value-added services, market-operation will be the optimal choice which is the best match for the law of development among the E-port operation mechanism, and also secures the sustainable development.
