Research On The Effectiveness Of Government’s Purchase In Public Health Services

As rapid economic development,China government must provide public services effectively, and transform government functions from supply public service more socialization. The innovation of the social management and strengthen social construction is an important guarantee for the construction of Harmonious Society.Public health not only closely with every body’s life, at the same time, the person’s demand is diversity and complexity,which required more qualified social taken participate in public service supply.In the field of public health, using public funds purchase services to social organizations, beyond the public health service supply than the "public" or "private" mode, breaking the situation that government and the market divided. This paper research on the effectiveness of public services purchased by governmentAnalysis of AIDS project2012social organizations in Yunnan Province.Finding out the effective way about government purchase of public health services.By increasing the supply and the introduction of competition to realize "win-win" situation,including the government social organizations and the public.Through the data, the author found in our government purchase of public health services, the factors affecting the project effectiveness mainly includes three aspects:carefully analyze the supply and demand,carrying out the project reasonable bidding procedures and establish a complete control system. Therefore, this study intends to start from these three aspects, explored the factors influenced the government to buy the effectiveness of public health service,further standardize the procedure and the system of government purchase of public health services, ensuring government purchase of public health service items realization of social benefit and economic benefit.Taking2012social organizations in Yunnan Province AIDS prevention and control project as a case study, analysis the important role to ensure project effectiveness through the supply and demand, the procedures and project managementAnalysis the role of the government in this case. Which functions it has performed.Find out the places that should be urgently,need to be perfect and improvement in the next step for the government.Constructing an effective the model and framework for government purchase of public health services in our country.Finally, the author puts forward the prospect of government future purchase public health services, need striving from government and social organizations.Government departments should further stripping function, accelerate the formulation of local policies, purchase procedures transparent, buy services focus on performance, strengthen supervision, to further deepen the reform, encourage innovation.Social organizations to register, fighting for the legal identity, rational and effective use of various resources, in the process of project to encourage innovation, results oriented, project managers should strive to do a good job of social management, efforts to explore the China society under the background of social organization development road.
