The rapid development of network technique changes people’s life-style.Network offers a new way for citizens to participate in politics as a risingplatform, and arouses citizens’ interest to participate in politics, whichpromote their consciousness and expand depth and breadth of theparticipation.With the boom of information technology and rapid development ofnetwork, the web industry has permeated every aspect of life, includingpolitics. The on-line poll, on-line investigation, on-line suggestion and on-linesupervision emerge in large numbers. Nowadays, the online political BBSbecomes the center of the network consensus, which is a sign of networkpenetrating into politics deeply. The rising citizen e-participation brings newstrength to the construction of political culture in our country.Citizen e-participation is an activity to impact government’s decision byhis own net work behavior. In traditional society, the reasons for citizen toparticipate in politics are spiritual belief, ideal, and material benefits. While inthis internet era, the motivation of it is more complicated. Compared withtraditional political participation, e-participation shows some newcharacteristics, such as substantivity, equality, and efficiency, which attractmore scholars to study its status and problems, in order to proposecountermeasures to maintain the political stability in our country. The development of internet technology break ranks of people talking. Italso brings freedom and the courage to pursue. However, under the situationof social productive forces, striving for democratic freedom requireslimitations. Therefore, on one hand, relevant statue system should be built andimproved in time to enhance the capability to control the network politicalspace and deal with net work information crisis; on the other hand, experienceshould be learnt from the process of promoting citizen e-participation, andconnect network politics with real politics to improve the government publicregulation.The first section of this article introduces the topic cause, significanceand the research status at home and abroad to provide the basis for definingthe citizen e-participation. The second section summarizes relevant theories.The author compares the political participation theory of western scholars,domestic viewpoint and Marxism so as to define the connotation of politicale-participation. The third section recommends the background, conditions,and characteristics of citizen political e-participation in our country. The forthsection demonstrates the status of citizen political e-participation in ourcountry and elaborates the manifestation, positive and negative impact of it.The author analyzes the reasons through hotspot internet cases. The fifthsection throws out suggestions from macroscopic and microcosmic view andintermediary aiming at the negative impact on citizen political e-participationin our country. Macroscopic suggestion includes internet legislation, economic construction and cultural moral construction. Microcosmicsuggestion focuses on individual motivational mechanism and way toimprove citizen’s political accomplishment. Intermediary requires thesuggestion of building network platform.
