Urban And Rural Security System Study Of Migrant Workers

With the acceleration of China’s industrialization and agricultural modernization, largelabor demand appears in the city, at the same time in rural areas because of the higher level ofagricultural mechanization and the improvement of production efficiency, a large number ofsurplus labor come into being. The contradiction between supply and demand of labor force andthe attraction of high return of city jobs, promote the rural surplus labor to city transfer, and thescale increases year by year. However, because our system and management system causedlong-term urban-rural segmentation, the transfer of labor is facing the dilemma of identity, so"migrant workers" with China characteristics emerge as the times require appellation. Migrantworkers made a significant contribution to economic development and city construction,becoming an indispensable part of industrial workers, meanwhile, as the urban and rural dualityof its identity, security mechanism in accordance with migrant workers has not been perfect,resulting in the lack of a comprehensive high quality security for many migrant workers,security problems such as poor working conditions, the different pay for same work, lowersocial insurance coverage, incomplete labor relations, and the inequality of public service canbe seen everywhere, and related problems are also very common, thereby migrant workers nowlive a reducing quality of life and well-being.In this paper, based on a large amount of literature, our goal is the establishment of a setof perfect migrant workers security system, taking Shandong Province as an example.Combined with the specific circumstances of Shandong Province, added the overall securitysituation investigation and study of current migrant workers, we finally put forward theconstruction of urban and rural migrant workers security system. Specifically, the paper isdivided into six chapters, the first chapter is the interpretation of problem propositions and theoverall idea for the paper study; the second chapter has discussed the connotation of theconcept of migrant workers and urban and rural areas, and explains and security relatedtheories, laying a solid theoretical foundation for the following research; the third chapter isthe analysis of current situation of migrant workers based on the current situation andinvestigation data of Shandong, the existing problems and causes are discussed; the fourthchapter, based on the previous theoretical research and empirical research, constructively proposing the ideas of the construction of urban and rural security system of migrant workers,identifying a clear system overall security objectives and principles of construction. Theconstruction of this system include four aspects, which are urban and rural migrant workersemployment service, labor relations, social security, public services. construction steps,security focus and functions of each system are given; the fifth chapter, proposes thecountermeasures of implementation of the urban and rural security system of migrant workersfrom the responsibility of the government, rural development, public opinion, migrantworkers’ own development and corporate responsibility five aspects. From the policy, legal,institutional, economic, society and other aspects protect the migrant workers’ production andliving; finally, the sixth chapter is the summary of the full text and prospect the future.
