labor dispatching, as a new way to recruitment, separating the labor employing and utilizing, is a non-standard labor deploying arising from the situation of a fierce competition of market and recruitment diversity. It thrives because of its high flexibility, low cost and satisfaction for the three partners. It developed quickly in Liuzhou province in Guangxi. As knowing that a total of25dispatch enterprises in Liuzhou, involving the dispatch of nearly40,000people, more than40enterprises of employment. However, there are also some irregular states due to the lack of some essential limits in the conducting process. For instance, there are some situations of unequal pay for equal work, and the problems between labor deploying and recruitment. Although the utilization of labor dispatching has got some improvement and regulation after the conducting of the Labor Contract Law, labor dispatching is coming back to the uncontrolled state as a result of its some drawbacks and some uncertain definitions in the Labor Contract Law enforcement regulation. When the policy is undertaken labor dispatching has covered its advantages and meanwhile extended its disadvantages. This seriously impairs the benefits of the deployed. Based on the situation and the problems in Liuzhou province, the paper analyses the state and questions in the process of policy undertaking though the study of the theory of labor dispatching. And then I come up with some suggestion to utilize its advantages and to overcome its disadvantages. The paper includes five parts as follows:introduction, some concept of labor dispatching, the conducting state of labor dispatching in Liuzhou province, the reasons to the problems of labor dispatching in Liuzhou province and the suggestions of prompting a better conducting of labor dispatching policy in Liuzhou province.The chapter one is the introduction aiming to express the research significance and objective, the essay’s whole thinking and the literature review.The chapter two is about relevance theories. In order to efficiently implement China’s labor dispatching policy, the author will conduct a systematic analysis to research results about the labor dispatching policy and policy implementation.The chapter three mainly introduces the current situation of policy implementation by exploring the present situation about the implementation of labor dispatching policy and the reference groups.The chapter four makes an analysis about shortages of China’s implementation of labor dispatching on the four aspects:the policy of labor dispatching, the executive agencies, the reference groups with policy and the policy execution environment.The chapter five mainly provides some advices about how to solve the problems during the process of policy implementation.
