Research On The Difficulties And Countermeasures Of The Institutionalization Of Grassroots Deliberative Democracy In China

Since the 1980 s,the social structure has been increasingly complicated.Representative democracy,which is characterized by most principles and electoral systems,has been increasingly questioned and challenged by the common.Under this kind of academic background,the western scholars combine the ancient Greek democratic theory with the realistic democratic demand,and then put forward the theory of deliberative democracy.Different from the representative democracy,one of the biggest characteristics of the deliberative democracy theory is to reflect the pluralism and consensus in democratic life.Under the premise of pluralism of political demands,deliberative democracy advocates the way of consultation and discussion to reflect the interests of different groups,and finally reach a consensus.These characteristics of deliberative democracy theory adapt to the development trend of modern democracy,which is of great referential significance to the construction of democratic politics in our country.In all the democratic forms of our country,the specific problems involved in the construction of grassroots democracy are closely related to the production and daily life of the masses,therefore,the active exploration of the practice form of grassroots deliberative democracy constitutes an important part of democratic practice in our country.Whether the system of democratic discussion which appeared in the early 90 s of last century,or the forms of democratic practice,the residents' council,the council of citizens and so on,which appeared after the 18 th National Congress,all of them are the concrete practice of the construction of grassroots deliberative democracy in our country.As the reform of our country has entered a stage of comprehensive tackling,the deep-seated contradictions faced by grassroots society are also increasingly obvious.Grassroots deliberative democracy is not only an important way for the masses to safeguard their legitimate interests,but also an effective way to realize social fairness and justice.Therefore,after the 18 th National Congress,where formally proposed to comprehensively promote the construction of China's deliberative democracy,the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China will carry out various forms of grassroots deliberative democracy as an important development target of China's democratic political construction.VI As the basic element and operational body of political development,grassroots deliberative democracy has been an important indicator to evaluate the adaptability of the political system.The level of regulation and the order and structure of the system directly affect the social recognition of the political system.Therefore,it is very important to vigorously promote the construction of grassroots deliberative democracy institutionalization in our country.It's also important to realize the system and mechanism innovation of grassroots deliberative democracy in the process of dynamic system construction.On the basis of brief conclusion of the current typical practice form of grassroots deliberative democracy in our country,by analyzing and comparing of their own characteristics,combined with the reality,this paper summarizes the realistic dilemma of grassroots deliberative democracy institutionalization in our country,and try to put forward the corresponding optimization strategy.In recent years,grassroots deliberative democracy in our country has made remarkable achievements in theory and practice.However,lacking related institutional support,grassroots deliberative democratic has encountered many practical problems in the process of its practice.Such as the lack of capacity of its subject,the lack of coordination and systematization of institution,lack of implementation and security of system and so on.The reasons for these problems are various,but in the final analysis,it is due to the lack of thorough institutional arrangements.First of all,further forge grassroots deliberative democratic subject,and enhance capacity of the institutionalization of the main body.Secondly,we should constantly improve the implementation forms of grassroots deliberative democracy,broaden the channels of participation,and strengthen the grassroots deliberative democracy legislation.Thirdly,establish a sound mechanism for the operation of grass roots negotiation procedures.We should establish a system of grassroots deliberative project solicitation and standardize the procedure for the operation of grassroots deliberative democracy.Finally,we should constantly complete the evaluation supervision mechanism of grassroots consultation.It aims to establish the grassroots consultation process supervision mechanism,democratic appraisal mechanism,information feedback mechanism and incentive punishment mechanism.The realization of extensive multi-level institutional development of grassrootsdeliberative democracy in our country is closely related to the sound legal system built by the state.Efforts should be made to prevent the unilateralism and formalization of grassroots deliberative democracy,which can better meet the growing needs of the people's political participation,and promote the development of socialist deliberative democracy in our country.
