Research On The Public Services Capacity Building Of The Urban Community In Changchun City

With social progress and the integration of urban and rural areas, the establishment of thecapacity for public services has already become the core of community development. Therequirements from the urban dwellers on public services in communities become higher andhigher in terms of quality and variety at many levels and facets. When faced with this kind ofchanges, the community must improve its capacity for public services in a consistent andcontinuous way since improvement of communities’ capacity in public services is conduciveto promoting harmonious development of society and elevating the people’s quality of life.Generally speaking, study on community public services capacity building didn’t start untilrecent years and there are not many pertinent documents to refer to, and research in this fieldstill stays at a superficial level. This paper attempts to put forward some suggestions andstrategies for community public services capacity building in Changchun city.Taken community public services capacity building in Changchun as the primary objectof study, this thesis firstly defines the content of community public services capacity buildingand then analyzes the problems encountered in the process of community public servicescapacity building through collating the data in the questionnaires. The thesis in the endproposes the suggestions and measures that can be taken for community public servicescapacity building in Changchun city. The first chapter is the foreword, introducing thebackground of the study on community public services capacity building and investigating indepth the significance of such study. Relevant documents are referred to get to know thestatus quo of the research on public services capacity building in urban communities anddetermine the research methods and ideas. The second chapter is theoretical study on publicservices capacity building in urban communities, giving definitions on urban communities,public services in urban communities and public services capacity building. After defining thecontent of public services capacity building in urban communities, study is conducted on thebasis of theories of public services capacity building in urban communities to identify thepractical significance of enhancing public services capacity building in urban communities.The third chapter is to use data to analyse the problems currently existing in communitypublic services capacity building in Changchun building. The fourth chapter proposessuggestions and measures that can be taken to tackle the problems encountered in communitypublic services capacity building in Changchun city.
