Research On The Promotion Of Residents Committee's Community Public Services Capacity

Since 1990 s,with the process of city urbanization and commercialization of housing,spatial structure of city society is changing rapidly.A large population flow into the city and the city population is also growing.These changes mainly reflected in residents committees ——which is the smallest unit of city t social managemen organizations.The situation increased the city social management difficulty and breadth and complexity further.For example,in recent years,the urbanization process of Qingpu distinct accelerated quickly,that is not only in the area of a large number of farmers,farmers into the residents,but also facing into the urban residents of large residential community built,suburbs gathering a large number of foreign population,various types of imported population in the living environment,way of life and work,and even the identity of the conversion,will present all aspects of the management and service requirements.City community residents living as a public area,with the integration of urban and rural development,a large number of residents and residents of different types,the residents community public service ability to put forward new demands and challenges.The ability of community public service is directly related to the vital interests of community residents,community satisfaction and happiness.In this paper,by using the new public service theory,governance theory and deliberative democracy theory,in Qingpu district were investigated in the residents of the current community public service ability,analyzes a series of problems to enhance the capacity of public services such as residents constraints of power capacity,human,financial and material resources,institutional mechanisms etc.and analyze the main reason.Based on these points,we must clear the residents roles,including legal orientation and function orientation;straighten out the relationship between the residents committee and all kinds of organizations;implementation of the residents community public service supply precision;to strengthen financial management committees;broaden the channels and enhance democratic participation in the residents community workers professional service ability.
