Study On The Optimization Countermeasures Of Administrative Supervision System Based On Coordination Degree Evaluation

China has possession of relatively perfect worldwide administrative supervisionsystem and the most complete supervision type as well as oversight bodies, which isthe basis to form the plural structure system of supervision. However, there are manysupervision subjects, the lack of supervision which will result in a huge cost ofsupervision and influence the promotion of administrative supervision effectiveness.In this regard, Xi Jinping and historical national leaders pointed out that it is veryimportant to establish perfect power supervision and restriction mechanism. With therapid development of globalization and information, there is no denying that theworld political and economic situation change fast. China must adjust the winds ofchange about the political system in order to meet the needs of development. For thedevelopment of higher requirements, China must combine with higher governmentefficiency; however, we cannot fail to notice that the increase of efficiency of thegovernment is more often affected by many factors such as corruption. Theadministrative supervision system and a set of perfect as well as orderly operation canimprove the effectiveness of administrative supervision, which is to promote theimplementation and development of all aspects of national system and policy.Based on the new public management, system management theory, and synergetictheory, this study combined with physics, military, systematic and other disciplines ofmanagement tools to analyze the synergy mechanism and the synergy elements ofadministrative supervision system. On the basis of theory, this study constructed a setof administrative supervision system coordination degree evaluation system, mainlyincludes administrative supervision system of the coordination degree evaluationprocess model, the coordination degree evaluation index system of administrativesupervision system construction, and coordination degree of administrativesupervision system mathematical model.After building a model, this study select four cities in the land of the Middle, Eastand western areas in China, on the basis of the survey data to carry on the empiricalevaluation for the model created before, it is concluded that the administrativesupervision system of the coordinated degree main problems and reasons come fromthe ranking of four cities administrative supervision system synergetic degree and theanalysis for the result. Finally, this study based on the evaluation results and theanalysis of the problems and causes to study the optimization countermeasures for the administrative supervision system of coordinated operation. The biggest innovation ofthis study is regarding China’s administrative supervision system as a complex opensystem, and put the synergetic, system science, modern management theory into thetheoretical study of the administrative supervision system, therefore this study set up anew perspective for the administrative supervision system synergetic evaluation.
