| The new rural social pension insurance is the Party Central Committee’s act aimed tosocial justice and the perspective of building a socialist harmonious society, to respondpositively to the call of building the integration of urban and rural social old-age securitymodel, and to improve people’s livelihood as the fundamental purpose of thefarmer-friendly policy. The new rural social pension insurance’s pilot projects in Chinabegan in2009, and it has been more than four years with rapid progress and remarkableresults. As a major agricultural province, Hunan has been facing with the difficult problemof farmers’ pension. Implementation of the family planning policy, constantly advancingurbanization, and changes of weakening in original endowment valuesand farmers’ landsecurity function, all these factors implied one fact: the traditional family pension is nolonger able to play the main role of assuming the burden of the pension farmers. Therefore,the implementation of the new agricultural insurance policy in Hunan consistent with therequirements of peasant masses and leaders at all levels, and it is very necessary andurgent action.I selected the survey area in Pingjiang, Hunan Province based on several reasons.First, because Pingjiang is not only a typical set of old, mountainous, and county-levelpoverty-stricken district in the region as a whole, which is quite special, but also the firstand only area of the new agricultural insurance pilot in Yueyang, getting a full attention ofgovernments since the2009pilot. In addition, compared than other districts, Pingjiang haslonger implementing experience and wider influence. In nowadays, there still exists manyproblems and I think those factors make Pingjiang’s problems relatively morerepresentative. Therefore, I want to select Pingjiang as a starting point, to reflect on somepractical experience and even problems in the implementation of local government in thenew agricultural insurance to imply suggestions for policy adjustment reference. Throughdistributing questionnaires to the five Pingjiang county administrative villages and ruralsocial endowment insurance management service centers to collect first-hand feedbacksabout the opinions from the farmers and existing staffs for new agricultural insurance. Thesum-up experiences, problems, suggestions about the new agricultural insurance policyimplementation seems to be more realistic and inspiring.This article divides five sections to discuss government responsibility in the newrural social pension insurance. The first part is an introduction. It mainly talks about backgrounds and significance of the implementation in the new agricultural insurancesystem, some narrative and abroad study about the subject, research ideas and researchmethods. I select the object based on the analysis on a large number of domestic andforeign literatures, the data from Xiangtan University’s "New Rural Social PensionInsurance in Hunan Status of Implementation of Research" in July2012. Second part,starting from a theoretical point of view, is to give a clear definition with some specificpositioning concept and theory closely related to the subject, and governmentresponsibility in the existing agricultural insurance system. Third part is to generallydescribe the analysis of the possibility and necessarity to develop and fully implement thenew agricultural insurance system in Hunan. It also explains the development process ofthe new agricultural insurance system in Hunan Province and the specific implementationmode, creating the policy environment for later analysis. Part IV, the key chapter of thispaper, mainly focuses on the data from the Pingjiang’s survey to form descriptions andanalysis of the status of implementation in the new agricultural insurance in the region.Finally, put forward a new sound Measures for the central government on agriculturalinsurance system recommendations with the support of analysis of Pingjiang’s the newagricultural insurance research. |
