Civil servants are the performer of national public affairs and bear considerable duty topublic administration. The characteristic of publicity has made civil service be a leadingmodel to the whole society in the formation process of professional moral expectations. Inrecent years, with deepening reform in administration system, as its vital and organic part, thecivil service reform or, more accurately professional moral expectations in civil service, haveraised more and more concerns among academics and politicians.Based on the available research achievements, this essay has given a comprehensivedefinition on professional moral expectations in civil service, which contains both connotationand extension; the essay also discusses on current problems observed in civil servantsprofessional moral expectations, tries to dig out the reasons and puts forward someexploratory solutions.This essay contains three parts. The first part mainly explains the definition ofprofessional moral expectations in civil service and its development history in our country.The second part focuses on the current problems observed in civil service, such as lowconsciousness of public servants, low entrepreneurial spirit, power corruption and weak legalsense etc. This part tries to figure out the reasons from both subjective and objective whichcover aspects from cultural, economic and social, political system, political beliefs and valueconfusion. All these further clarify that it’s necessary to build up professional moralexpectations in civil service. The third part mainly explores ways to improve professionalmoral expectations in civil service from two aspects: self-discipline and heteronomy. Theessay believes that it’s necessary to coordinate self-discipline and heteronomy in promotingprofessional moral expectations. Through self-discipline, it helps firm political belief, keepcorrect values and strengthen understanding of importance; through heteronomy, it can beaccomplished by strengthening legal construction and improving personnel mechanism. It isbelieved that trained through mutual promotion, self-discipline and heteronomy willforcefully drive the promotion of professional moral expectations in civil service.
