A Research On Innovation Of Mass Participation In Social Management

At present，our country is not only in an important period of strategic opportunitiesfor development and reform of social transformation，but also in the period of socialcontradictions. Especially with the developing of market econ-omy, the localgovernment is facing the rising drama conflict of interest, the escalating demands ofthe masses and the increasing of social problems. The government management ismore and more difficult, and there is more and more blind area in management. Thecrucial reason of these problems is that the social management is backward; thegovernment management is isolated from the masses and can’t satisfied the masses.The development of the times and situation changes requires the local governmentmust be based on the national conditions, adhere to the mass line, innovate socialmanagement, in a way of more flexible and effective governance, let the massesparticipate in the specific work for economic and social development actively. Since2010, Yindu District of Anyang city has retraced the mass line, proposed “relying onthe masses participation”, built “Shi da yuan” organizations, and fully mobilized thestrength and wisdom of the masses to participate actively in the specific socialmanagement, such as, city construction, city management, the petition, socialassistance, cultural development. It has achieved a combination of the mass line andlocal governance, and solves a series of social problems in the new situation.This paper applied the theory of governance, the mass line, adopted the method ofparticipatory research, empirical study and research, It based on the research of themasses participating in social management practices in the Yindu District of AnyangCity, and analyzed the existing problems and reasons in practice, from the aspects ofthat are the main body, content and means, participating in social management, Thenput it forward related suggestions on the innovation of the social management toimprove participation in social management. This paper is divided into six parts. Thefirst part and the sixth part are the introduction and conclusion. The mainbody of thetext is from the second part, which is the main line with identifying problems, analyzing problems and solving problems. And it discussed Yindu Districtparticipation in social management of the status quo, problems, causes andcountermeasures gradually. The second part introduces on the masses participating insocial management situation in Yindu District, from three aspects which are thesubject, the content and means of participation. The third part mainly discusses theinnovation value and achievements of Yindu District, relying on the masses toparticipate in social management. The fourth part discusses the problems of YinduDistrict relying on the masses participation in social management, and analyzesobjectively from economic root, system root, safeguards measures. To the existingproblems, the fifth part combined with the mass line, using the method and view ofgovernance theory, proposes the measures which are creation of the massesparticipate in ecological environment independent, strengthening the main role ofNon-Governmental Organization in social management, and strengthening thepeople’s participation in social management system construction and so on, thenaccelerate the improvement of public participation in social management to adapt tothe new situation.
