Study On The Innovation Of Mass Organizations Involved In Grassroots Social Governance

Since the reform and opening up,China's economic construction has made remarkable achievements,but in contrast,social construction is seriously lagging behind,especially in the field of grassroots social governance,group events have occurred,has seriously affected the daily life and social harmony and stability of the masses.Therefore,the eighteen Party Congress report clearly stated,"to strengthen and improve people's livelihood and social construction in innovation management,focus on building socialism Chinese social governance system,accelerate the formation of Party leadership,government responsibility,social coordination,public participation,legal guarantee of the social management system'," support of Trade unions,the Communist Youth League,Women Federation and other people's organizations to fully play the role of a bridge between society and government",social governance into the framework of a more complete system at the same time,the mass organization in the new period of transformation of work focus,the new requirements put forward to participate in social governance.However,the current organization widespread grassroots foundation is weak,inadequate coverage,effective attraction and cohesion problems,especially the need to enhance in the non-public economic organizations,social organizations and various emerging groups influence;mass organization work and activities to a single,enterprising consciousness and the spirit of innovation is not strong,there are organs,masses phenomenon cluster;cadre ability quality need to be further improved,the style needs to be improved.Therefore,this paper studies innovation problems of mass organizations involved in grassroots social governance,and learn through the experts and scholars on the research results of mass organizations involved in social governance innovation base in Zengcheng District of Guangzhou city as an example,conducts the investigation and study,trying to analyze the mass organizations play a role in the base layer of social governance and the problems,so as to explore and participate in grassroots the effective way of social governance innovation.This paper is divided into 6 chapters:the introduction of the first chapter.This paper mainly points out the background,research status,main research contents and innovation points.The theoretical basis involved in grassroots social governance and practical basis of the second chapter of mass organizations.The related theory of participation in social governance and the practical needs of the main analysis of mass organizations.Practice case Zengcheng District of Guangzhou city in the third chapter,the mass organization of grassroots social governance.Starting from the actual work of Zengcheng district organization in Guangzhou City,analysis of the basic practices involved in grassroots social governance and lack of mass organizations.Analysis of practical difficulties involved in grassroots social governance and the reasons for the fourth chapter of mass organizations.Analysis of main problems of grass-roots social governance and causes mass organizations involved in the current.The fifth chapter is the experience of foreign NGOs participating in social governance.The main research association found non-governmental organizations and mass organizations,and to learn from the excellent experience of foreign non-governmental organizations to participate in social governance.Innovative thinking in grass-roots social governance sixth chapter mass organizations.Mainly from the basic functions of mass organizations and work rules to the existing problems as the breakthrough point,innovation strategy of mass organizations to participate in social governance.The seventh chapter is the conclusion,and puts forward the future research direction.
