The Research Of Obstacles And Countermeasures In Migrant Workers’ Social Integration

Since reform and opening up, along with China’s industrialization andurbanization evolution, a lot of rural surplus labor went into cities for employmentand residence. They have achieved a career shift from farmer to worker but failed togot the transform of household registration status form farmer to citizen. They havebecame the group of Migrant workers which is both worker and farmer. Migrantworkers have living in city for a long time, they had made great contributions for thecountry’s development and urban construction but they failed to get integration withthe city. They cannot enjoy the same civil treatment as same as urban permanentresidents and became a edge and vulnerable groups in the city. Promoting the Migrantworkers’ social integration, realize the urbanization of Migrant workers is not only thereal social problems must be solved at the present stage in China but also concerns theoverall situation of our country’s socialist modernization, it must be treated as a greatimportant issue and resolutely implemented.This article analyzes the issue from the angle of administration especially theservice and management of the floating population which aim at promoting the socialintegration of Migrant workers. The content of this research is as follows:(1) Fullyexpounds the significance of promoting Migrant workers’ social integration andrecognize the necessity and urgency of it.(2) Analyzes the current dilemma of Migrantworkers’ social integration in the perspective of social exclusion theory, combed thesocial exclusion in the economic, politics, social relations, culture and public serviceareas which Migrant workers are suffering systematically.(3) Analyze the obstaclesthey are facing in the process of Migrant workers’ integration, including the householdregistration system, the local government’s willingness and ability of public service,system of the government’s social management and Migrant workers’ adaptability of cities.(4) Put forward a series of feasible countermeasures in order to solve the fouraspects of Migrant workers’ social integration barriers.The social integration trouble of migrant workers is partly due to a series ofhistorical factors, but to a large degree, it is due to our understanding of the problemsof Migrant workers is not clear and deep enough, our action is not appropriate andtimely, and for some unreasonable system, structure and policy, our reform is notresolutely and thoroughly enough. Migrant workers’ social integration is a process ofMigrant workers and urban social’s two-way interaction, the realization of the socialintegration of Migrant workers not only need to improve the adaptability of the citythemselves but also need to revise the existing rules of the game by the urban society.The realization of the social integration of Migrant workers is a long-term andcomplicated system engineering. It should put the reform of household registrationsystem as the core, to equal basic public services as the breakthrough point, supportedby strengthening and innovation the government’s social management, and to improvethe Migrant workers’ adaptability of cities as the foothold. In order to success, it needsmeasures implement simultaneously and combined into one force.
