The Research On The Hierarchical Management Optimization Of Z City’s Traffic Police Brigade

The construction of public security police team is the fundamental of the whole public security work, which is directly related to the rise and fall of the public security work’s success or failure. At present, the public security organ is facing a severe situation of public security, while shouldering three historical missions such as "consolidating the ruling status of the party, maintaining social long period of stability, and guaranteeing the people live and work in peace". This requires the public security organs should adopt the strategic perspective, spirit of reform, and scientific attitude to face many problems in public security forces, further strengthen the building of normalization and standardization of public security force so as to form the operating mechanism and management pattern of organization mechanism. All of that could make the public security work to unimpeded police orders, interior specification, high efficiency accord with the characteristics of the police, providing a solid guarantee for the harmonious society building.Effectively improving the scientific degree and the level of social management is the requests pointed out at the communist party’s18th national congress. To accomplish these objectives and requirements, whether the legal system mechanism and the social management, or the personnel and the information construction, need to be further strengthened and improved. So, it is of important practical significance to fast and efficiently improve the scientific level of public security management.Strengthening the standardization construction is the urgent reality need of solving many problems present at the current team construction. Primary division teams are the concrete practitioners and promoters of public security decision, and the terminals of implementing all aspects of public, whose team management level has a direct impact on the overall work of public security. Hierarchical management philosophy attempts to provide an idea for breaking the current problems encountered by the police force management. Assessment and grading are respectively hierarchical management is the core and key. But, assessment system and patterns is different in different countries and regions due to political, economic and cultural differences while showing different characteristics. As a new grass-roots police management mode, the hierarchical management has been promoted in the public security system all the country, and achieved remarkable results. However, at present, there has been no depth study on hierarchical management system in China. As an application model, it has been also the lack of appropriate theoretical guidance.For example of Z City’s traffic police brigade, on the basis of the review and summary on existing theories as to hierarchical management, we firstly review and combine the current organizational structure and hierarchical management model of Z City’s traffic police brigade. Then, according to the results of actual research unearthed Z City traffic police brigade level management model, we find the outstanding problems from the target-oriented, performance indicators, the overall control, the evaluation, and the incentive, etc. From the objectives, principles, processes and specific content, we design the optimization of hierarchical management and make the social facilities management measures that improve the long-term development Z City traffic police brigade’s hierarchical management, which attempts to further optimize the management model, integrating police resources and improve management performance.
