Since the new period, along with the further development of the reform andopening up, China’s rural reform has been experienced and will continue to witnessthe miracle changes. The rural reform opened the prelude of China’s reform, and therural community in our country plays an important role in the social structure. Theinstitutional change of rural society is undoubtedly important to present the process ofour modernization, yet as Samuel Huntington says:"modernity breeds stability andmodernization foments unrest", and China’s rural community change is not only thenatural evolution of social structure, but is intertwined all sorts of problems andcontradictions. In the face of the dilemma, the government,being the main body ofsocial management, should bear the burden to find the solutions of these problems.China’s rural community development in China, whether has been seen from thechanges procedure or the system arrangement, is characterized with the governmentbehavior.With deep concern for the fate of the future and the achievement of socialistmodernization in rural areas, combined with the outstanding problems existing in thecurrent field of our country "issues of agriculture, farmer and rural area" and theprofound changes, the author attempts to take changes of rural communities as thebreakthrough point, to explore the government,one of the main body to promote ruraldevelopment change, should play the role in the process of the modernization in thecountryside on the basis of the theory of institutional change.Combined with the history of the rural community change, this paper embarksfrom the observation of real life experience, reviews agriculture, rural and farmers inthe process of Chinese modernization through the extraordinary years and putsforward to the question: how the government, as the manager of the society, will dealwith the challenge of the rural community changes. This article mainly makesanalysis of two aspects on environmental and the government behavior from thetraditional villages and system arrangement of new rural community development, to study the new situation and new problems of China’s rural areas by using the methodof qualitative and quantitative research. This paper reviews the government’s policysince the founding of the People’s Republic of China, and makes analysis ofgovernment behavior path and innovation and summarizes the significance for thefuture development of new rural community in our country through the newinstitutional economics. What’s more, this article gives its advice about theconstruction and development of new rural communities from the systemarrangement and innovation, benefit maintenance and government behaviorperformance aspects. Based on system vicissitude theory as the analysis tool, thispaper pays attention to the combination of normative analysis and empirical andhistorical analysis and realistic analysis. The author of this paper used after-schooltime to take questionnaire survey in He-Nan province in the design of stratifiedprobability sample for sampling survey.Finally, the paper draws the following conclusion: Government behavior playsan irreplaceable important role in the development of rural community; Governmentpolicies and measures in "issues of agriculture, farmer and rural area" and relatedefforts fall into the predicament of the North Paradox due to various reasons; Basedon the cost-benefit consideration, the government has the choice of path dependenceand institutional innovation in dealing with the rural development issues.
