In the National Assembly and the NationalPeople’s Political Consultative Conference of2010，Members through the micro-blogto understand the will of people，Collect opinions and real-time interaction with thepublic，Which opened the new times of “The First Year of Government micro-blog” inChina. Since then，Micro-blog governance had been an efficient path of Chinesecitizens’ political participation. However，because of the Characteristics of thenetwork and the particularity of Chinese transition period，and the limited level ofparticipants, participation under the background of seek advice from citizens onmicro-blog had the characteristic of irrational. Specifically including：（1）Short ofeffectiveness.（2）The problem of no sequence.（3）The low government response.These problems lead to dissimilation of public opinion on the Internet and thephenomenon of “the tyranny of the majority on the Internet”, which brings hugenegative effects on micro-blog governance. So，The paper will based on these threeparts: to upgrade the participants’ essence、to guide public opinion on the Internetcorrectly、to cultivate rational participatory culture，analyzing how to guide citizens toparticipate micro-blog governance in rational way inwardly.
