A Case Study On Micro-blog Political Participation During The 2015 CPPCC And NPC From The Perspective Of Citizen Participation

With the advent of wireless mobile Internet era,micro-blog has became a new platform and a practice approach for citizens participating in politics.Through the platform of micro-blog,citizens expect to exercises the responsibility of Active Citizens by expressing political expectations and demand profit appealing,and then to influence the making and adjusting of national policy and strategy,so they can participate in all aspects of political life.From another angle,micro-blog was deemed as an important supplement of traditional citizen participation channel by the government.Through the platform of micro-blog,the government hopes to know the public opinions,collect citizen intelligence and then,reflect the public opinions in the scientific decision-making progress of the national policy.During this process,the transformation of social governance mode from the supervision to the cooperation will be achieved.It can be seen that the public political participation on micro-blog has developed into a new communication channel between the government and the people.Hence,to study the citizen participation factors and the condition of government response,correspondingly,in this citizen political participation case,is a necessary exploration for the social governance mode transformation and the cultivation of Active Citizens.Taking the substantive democracy theory,citizen participation theory and formulation of good governance as guidelines,this paper carried out a case study on the situation of citizen participating on micro-blog during 2015 CPPCC and NPC,from the perspective of citizen participation.This paper is divided into four parts.The first part mainly introduces the background and significance of this study,and puts forward the research methods and idea.The second part is divided into two sections,the first expounding the development history and current situation of political participation on micro-blog and the second for the case analysis from four factors: the political inquiring subjective,the response subjective,the citizen participation region and the citizen participation measures.In the third part,it analyzes the present condition of citizen political participation on micro-blog and the government response from the above-mentioned four factors.The final part sums up experience and summarizes the reality inspiration.Research has found that the citizen political participating on micro-blog can inspire the spirit of citizenship,expand the citizen political participation region,integrate citizen participation measures and contribute to raise the quality and standard of citizen's political participation in China.However,problems are also observed,such as regional differences,inter-generational differences and the risk of losing control of public opinions,etc.The research also has shown that problems existing during the government response to the on-line citizen political inquiring.For example,the government was found over-interfering the on-line speeches and have not established a consistent evaluation criterion for on-line speeches,although the government has accumulated certain good experience.Considering the problems mentioned above,the researcher explores the possible reasons and solutions.
