In the era of global knowledge economy, there has been sufficient developmentwith management of career life, bringing in more and more novel results. There is anemergence of studies on the development of humans and prioritized development oftalented human resources, resulting from a profound need with the development ofChina’s productive forces. In light of these situations, an urgent call for studies aboutthe current career life management of the civil servants, especially that of thegrass-roots civil servants, has emerged. As is known, civil servants are in closecontact with the people. Ever since the establishment of the examination system ofcivil servants, questions like how to improve the work quality of grass-roots civilservants, how to enhance the professional ability of the civil servants, how to increasethe awareness of the spirit of serving the people, and how to better the character of thegrass-roots civil servants, have become quite an influential factor in the society’sunderstanding of government’s executive ability, as well as government’s publiccredibility. Therefore, it is significant that the career life of the grass-roots civilservants can be well planned and managed.In a nation and a society, civil servants play a role of manager and organizer.They are the representatives and executives of the public power. With detailedexamination, it is not hard to find that there is a fundamental relation between humanresource management and career management of civil servants. This study provides adeep examination of the situation of career life management at home and abroad withthis perspective. The subjects are the grass-roots civil servants in Tai’an. The mainfocus is on the investigation and analysis of the career life of grass-roots civil servantsin Tai’an government agency. The characteristics of the career life management of thesubjects are analyzed. A model of career life management of grass-roots civil servantswhich better fits the Tai’an situation is designed, in the hope of improving both theindividual growth of the city’s grass-roots civil servants, and the government’smanagement ability and the Party’s executive ability.This study points out the drawbacks of the city’s career life management ofgrass-roots civil servants, with the background of the contradiction between thetraditional career life management which is centered on the Issues and the modern human resource management which centers around the Humans. It also provides asolution to tackle the problems, in order to arouse the enthusiasm of the grass-rootscivil servants, help the government successfully achieve the expected strategicobjectives, enable the civil servants to set up clear goals in their career life and find amore suitable career life development mode in the organization, and finally achievecomprehensive development of both the individuals and the organization.
