From the Sixteenth National Congress of the Communist Party of China, Livelihood Problems have caused much public and academic attention. The content about social construction to accelerate the improvement of people’s livelihood was written as a separate chapter in the Seventeenth National Congress Report. The18th National Congress focused on livelihood issues about people’s vital interests. Followed the Third Plenary cleared that the focus of reform will be how to meet the needs of people. Our government will actively solve conflicts and problems in current livelihood development. A people’s livelihood era has arrived.Livelihood issues are highly concerned at this important stage of China’s rapid economic development and social transformation. Relevant departments have made different livelihood evaluation system and the "Chinese people’s livelihood index" to measure the development of people’s livelihood,. The advantage of these indices is to use objective statistical indicators to quantify the development of people’s livelihood, but because of inadequate statistics and bias of statistical data, such an objective indicator system is of poor viability.To compensate for the lack of objective indicators of livelihood systems and to grasp the people’s opinion on the situation of livelihood development,"opinion poll" appears in many places on livelihood issues and its results are regularly announced through the media. This survey takes the form of a questionnaire using a Likert scale rating on livelihood issues classified as "very satisfied, satisfied, in general, dissatisfied, very dissatisfied" five degrees, residents mark it with their own feelings about livelihood problems. Finally, we calculate the survey data into index which make the description of livelihood concise and clear.Based on the above background, this paper use statistical method to study the livelihood index based on Sichuan Province livelihood satisfaction survey. The first part of this paper talked the significance of studying on Livelihood Satisfaction Index The second part of this paper use structural equation model to analyze the evaluation system of Sichuan Livelihood Satisfaction Index and calculate the weight of each index weight of people’s livelihood.The last part analyzes the difference in Sichuan Province Livelihood Satisfaction Index both in group and area levels. In order to analyze regional differences and group differences better, and for the structural characteristics of survey data, we build a hierarchical linear model. As satisfaction is evaluated using a Likert scale, outcome variables are ordinal variables, I finally build a Stratified cumulative logistic model which can simultaneously estimate the effect of these two factors.From the point of view of different cities, higher GDP per capita doesn’t mean the higher livelihood satisfaction. Higher proportion of Livelihood expenditure does not make people more satisfied, it may be that a livelihood investment is underutilized. From the urban-rural divide, the satisfaction of the rural residents is higher than urban residents, which also indirectly reflects the strengthening of rural social security and welfare contributions, as well as the new changes in urban and rural development in rural areas. But we cannot ignore the status of urban-rural income gap and social services resources are unbalanced.Different people have different satisfaction. First, the people at"30-39" who face quite a lot pressure from work, family, marriage has lower satisfaction than other age groups So they are more sensitive to employment,work and price which make them estimate livelihood issues more carefully. Second, People in high school education background are most dissatisfied. Third, low-income people are less satisfied than high-income people.Finally, this paper makes some suggestions and policy recommendations for Sichuan Province Livelihood construction.
