The development of relative foreign volunteer service is fast than in our country, and is under certain historical condition, from the beginning of the planned economy era, due to the countries in the management of a single, when the volunteer service activities to learn LeiFeng as the main form, from top to bellow, certainly contain relatively strong administrative color in some extent. Since the1990s, our country gradually entered the stage of building a harmonious socialist society, the government in public management, opened the door open to the public to participate in social management, the development of voluntary service began to accelerate. Social contradictions increasingly prominent, in the process, the public ideology and values orientation are also great changes have taken place, poor values of money began to appear, people expect and demand growth of civil society, it’s all for the development of voluntary service for the increasingly broad space for development, but also provides the guarantee for volunteer service to become stronger and stronger.Voluntary service is an important form of social management activities and participation, socialization and diversification, it is has become the world’s governments attempt to innovation of social management, to promote the social harmony of special and important form of civil society organizations. The principle of voluntary and no pay, is encouraging citizens to actively participate in social life, is effective to inspire and encourage citizens to actively participate in this social management effective new platform, in the field of social management innovation gradually ACTS as the government management the auxiliary of the society, more gradually evolved into the main body of social self management, become the reality of the construction of the civil society needs, will certainly benefit for the modern society management, modern government management of public service. It is so unique and very meaningful contribution will be leading the fashion, showing the social style and features of fashion icon.The guidelines of the volunteer service system in our country is mainly the party and government leadership, government responsibility, nongovernmental support. After these years of development, it has gradually formed the bellow ways, including the Red Cross society of China, Civility, the Communist Youth League, Women’s federation, these four big system has composed of voluntary service category. Now the youth volunteer service which is led by the communist youth league organizations is an extremely important component in the volunteer service system in our country. According to China’s volunteer service group survey in2012, the results shows that,in China’s current system of volunteers, including the Red Cross society of China, Civility, the Communist Youth League, Women’s federation,which has consist of the communist youth league organization under the jurisdiction,what’s more the number of young volunteers has exceeded20million, the proportion of close to half of the total number of volunteers.It involved in the crowd and recruit object mainly for teenagers or young group. In1993, a sweeping and nationwide railway youth volunteer service has attracted the attention of a great social from, youth volunteers began to be known around the country. Under the craze, The Central Communist Youth League, in1994has officially launched "China youth volunteer action" in the national youth league organizations at all levels. Because of the youth volunteer service to participate in the vast crowd, volunteer service quality high volume, youth league organizations in promoting brand service projects, making youth volunteer service has become our country social security and service system of the new supplement, in carrying forward the national spirit, to enhance citizens’quality, boost youth growth,it has played a more and more important role in such aspects. And youth volunteer service of our country in21years development, relative to the historical precipitation and mature has a long and volunteer service abroad regulations, relatively short youth volunteer service development in our country. and whether in reality or in theory, it has gradually revealed many problems and practice.
