Research On Innovating Basic Public Service Management System Of Local Government

Safeguarding social fairness and justice, protecting the interests of the masses,effectively solving the problem of the people’s livelihood, is the desire of all themembers of the society, is also the focus of our party and government work.Our basicpublic services has difficult problem of short supply and imbalance share betweenurban and rural areas, deeply analyzing its cause,we found that it lacks basic publicservice management system, therefore, building a fair and just management system ofbasic public services is the effective means to solve these problems.By using empirical analysis method, this paper studied the achievements andproblems of basic public service management in some county of Hunan province, anddeeply analyzed the causes of the problems, finally using quality management methodto build basic public service management system based on fairness andjustice.Firstly,we analyzed the research background and significance, sorted therelated literature at home and abroad, clarified the related theory, elaborated theconcept connotation, explained the idea of writing.Secondly, we objectively analyzedthe success and problems of basic public service management of some county basedon field investigations.The problems including: The shortage of service;Theimbalance of basic public service between urban and rural areas;Public participationmechanism is not perfect.Then,by deeply analyzing the causes of the problems, wetry to find a way to slove it.The causes including:Lack of fairness in basic publicservice values;Insufficient participation in decision mechanism; The imbalancesbetween the governance and financial in responsibility distribution system;basicpublic service standard is not clear and lacks unified standard;Basic public serviceaccountability mechanism is not sound.In the perspective of fairness and justice, byusing the method of quality management, we try to build the basic public servicemanagement system of local government, including quality management standards,the design of management program, the construction of related system, so we couldguarantee the fairness and justice of basic public service.Finally,Pointing out theconclusion and shortage of this article.
