As one of the core functions in the government’s human resources management,Civil ServicePerformance Assessment is playing a vital role in the government administration. The scientific, fair andeffective mechanism is advantageous in improving the government administrative efficiency, strengtheningthe governmental organization’s incentive and supervisory function, and more advantageous in realizingthe scientific, institutionalized, standardized and modernized government management. This paper takingthe grass-roots civil servants as the study object is because the main body of our country’s official lies ingrass root and the questions existing in the local civil servants have great representation and universality.Combing through theories and studies on the current local government’s civil service performanceassessment, this paper provides a general introduction to the grass-root civil service performanceassessment of X city, Henan province.Through introduction, analysis and study on the local civil service performance assessment, theauthor thinks that currently the main questions in it are as follows:the assessment principle and criteria arequite fuzzy; the assessment purpose is not clear; the assessment results exist unfair phenomena; theapplication of assessment result does not reach the designated purpose etc..This paper carries out the analysis and study on problems existing in the performance assessmentof X city’s grass-roots civil servants, and puts forward to constructing a corresponding scientificassessment system. Firstly, the targets and principles of grass-roots civil service performance assessmentshould be set; secondly, the assessment program should be designed; thirdly, the scientific assessmentsystem must be constructed; fourthly, the evaluation standards should be improved; finally, the assessmentmethods should be enriched.This article chooses the basic unit government civil servants as performance assessment subjectsof study is based on the special position of the grass-roots civil servants, they work in a line of county andtownship governments, contradictions is the backbone of the dispute, is the party and government policy,and the implementation of the executive, is the party and the government of the people to a window. Cansay, the working conditions of the grass-roots civil servants directly reflects our country civil servantswhole team diathesis or not, to enhance the people to the party and the government’s centripetal force andcohesion of an important role. To strengthen the grass-roots civil servants performance assessment work,the assessment process and the results with the personal vital salary civil servants, promotion, rewards andpunishments, training hook, and civil servants are associated with the career development, that is, let thecivil servants to contribute for the government in the process of the sense of accomplishment and attain spiritual self realization sense and pay attention to practical and incentive mechanism from the materialfrom two aspects of assessment, the civil service for the self construction and effectiveness the groundbegins the work has important theoretical and realistic significance.
