Civil servants, on behalf of the state is to point to in the social affairs management work, the country the right exercise, the personnel of national official business performance. The job of the government at all levels to implement civil servants relies mainly on the finish, the performance of the civil service level directly affect the overall efficiency of the government. To build a service-oriented government, the government efficiency, and its basic is to improve the performance of the civil service management level.According to civil servant's performance management, our country has issued a 《civil servant law of the People's Republic of China》 and the《civil service examination regulations (try out)》 and related regulations and policy, but the civil service performance evaluation in implementing level still has many problems. This paper through the questionnaire law, in Shijingshan, Fengtai and Daxing district and several other district gather data from a questionnaire analysis, through investigation found that there are four main problems:First, the performance assessment program is not sound. Second, the result of the examination doesn't play its role. Third, the assessment index is not science. Fourth, a single type of assessment. After analyzing the cause of the problem, the use of comparative analysis, the contrast between Taiwan and mainland China civil servant's performance assessment characteristics, and the difference between the enterprise performance evaluation to find out what is to perfect our country's civil servant's performance assessment can reference part. Finally, through the induction is constructed and the comprehensive analysis, put forward:strengthen the process of management, and to pay attention to the usual assessment; Implement comprehensive examination, to strengthen democracy and transparency; Perfect assessment index system, clear marks and establish performance evaluation to assess the results with other management link with the combination of mechanism concrete Suggestions.Characteristics:select6districts as samples, the questions and Suggestions are realistic and targeted, can help solve civil servant's performance the practical problems, have realistic significance. Innovation points:combining the work, put forward the CPPCC system civil servants performance evaluation indicator system to improve the current assessment method and effect.
