With the frequent occurrence of food safety affairs in recent years, peoplehave less confidence in domestic food. Food safety problems have become one of the focusaffecting public health and safety. Hence, to clarify the problems and defects existing in thecurrent food recall system has the realistic meaning and reference value in the face of such asevere food safety environment.This study discusses the main problems existing in the operation process and putsforward ideas and suggestions to perfect the food recall system in China by comparingdeveloped-countries’ food safety laws and regulations system with that of China, afterconsulting and analyzing a large number of relevant literatures at home and abroad, by meansof normative analysis, comparative analysis, empirical research methods and so on. The mainresearch results are as follow:(1) The basic form of a food recall system has been established. However, this system isstill lack of running-experiences, and is not closely related to the reality. On one hand, lawsand regulations are not perfect. And on the other hand, the food recall relies too much onenterprise’s own consciousness. In the regulatory process, the cross management ofgovernment departments exists with some blind spots, which is the handicap of food safety inChina. As a result, the food recall process does not guarantee the unity of the supervision andmanagement.(2) Comparing the operation experience of food recall system with the developedcountries such as the United States, Britain, Canada and Japan, the differences in laws,government regulations, food evaluation methods and equipment and food recall process hasbeen found, which are meaningful to the effective improvement measures of China’s foodrecall system.(3)According to systematically analysis, the improvement measures can be conducted asfollows:①The food recall system needs to be improved, and make sure that the laws andregulations are strongly operated and suitable for China’s national conditions.②To increase food safety supervision and ensure comprehensive supervision in place, without blind area oroverlap.③To establish a comprehensive food traceability system and implement the HACCPcertification in food enterprises.④To strengthen the construction of food inspection anddetection system, introducing competition mechanism, timely launch of the third party testingmechanism.⑤To built a good platform for food recall information, built perfect and powerfulnetwork of food safety based on all-round, multi-angle, multi-level perfect food recall system,and establish defects food processing center.⑥To improve food recall liability insurancesystem, increase supervision, strengthen the role of government and industry association.⑦Toenhance the entity responsibility consciousness of enterprise ownership, make sure rapidresponse and timely treatment can be made in unqualified food problems and avoid bad socialimpacts.Discussing the defects and improvement directions on China’s food recall system hasgreat effect on the efficient implementation of food recall system in China, enhancing theconfidence on domestic food and ensuring the food safety.
