On Problems And Countermeasures Of Network Public Opinion Expression Of China

With the popularity of internet-using, the network has rapidly developed into avery important channel for the public opinion exchanging. The generation of networkpublic opinion is the product of information age, as a new form of public opinionexpression; it has the characteristics of convenience, openness and effectiveness. Thepublic can published their views and ideas on public network platform, and thenetwork public opinion expression becomes a participate part in social managementand an important way of social democratic supervision. With the rapid developmentof the current electron government affairs, network public opinion expression becomean important part of it, and the network public opinion becomes to have a great impacton democracy. So, reasonable use of network public opinion is important to improvethe level of e-government. However, Network public opinion expression has two-sideeffects; the government departments must have correct guidance and supervision onnetwork public opinion expression to prevent the delinquents using network publicopinion expression for doing illegal and criminal activities. Therefore, betterspecification and use of network public opinion to serve the people and to promotesocial management is worth to studying and discussing.This paper introduces the related concepts of network public opinion expression,then, illustrates the legitimacy and rationality of network public opinion expressionbased on analyzing of relevant theory, finally, makes an key analyzing on theproblems and reasons of network public opinion expression of current China and putsforward countermeasures according to the problems.This paper includes four chapters, chapter one is the introduction, whichintroduces the background and the significance of this paper, makes a research statusat home and abroad, and introduces methods and innovation of this paper. Chaptertwo summarizes the related concepts and theories of network public opinion, andreveals the legitimacy and the rationality of the existence and development of thenetwork public opinion, which laid a theoretical basis for the following in-depthanalysis. Chapter three mainly analyzes the existing problems and reasons of networkpublic opinion expression of current China. This part fully excavates the substantiveissues combined with social actual case analyzing in a professional angle. Chapterfour puts forward countermeasures according to the problems from four aspects which are raising people’s awareness, improving the system, perfecting legislation, andenhancing technical, hoping to be able to make better use of network public opinionexpression, to enhance government’s social management, and to speed up therealization of socialist democracy.
