Through some study by some domestic and international experts and scholars, aninnovative pattern of family endowment which not only caters to the elderly people’s wish ofdomestic endowment but also overcome the insufficient effect of traditional familyendowment has been formally proposed and promoted.As quasi-public goods, domestic care service for the elderly is an important elementcomponent of social and welfare services. To improve happness of the elderly, developingfamily endowment service is the responsible of the government. The government of ShundeDistrict has invested a large number of labour, materials and finacial resources in order topromote family endowment service. Both success and failure have been encountered in theattempts. The paper is to study Shunde’s government action for family endowment serviceand provide specific proposals to optimize government action. These contribute to improvingthe integral level and the system of Shunde’s family endowment service and enhacingShunde’s entire sense of happness.Focused on the present situation of Shunde’s family endowment service, various theoriessuch as hierarchy of needs, welfare pluralism and limited government are comprehensivelyappiled and methodologies like document research, comparative analysis and case study areutilized to study the government action of domestic endowment service. The problems ofcurrent family endowment service, including inferior sevice, insufficient organization,promotion difficulty are proposed. Moreover, the origin of these problems are analyzed fromthe aspects of government action and are the lack of financial support, policy guidance,promotion, human resources, supervision and evaluation. Simultaneously, through studyingthe practical experience of advanced countries and typical cities in China, the followingsuggestions to improve government action of Shunde’s family endowment service areproposed. Firstly, the amount of government funding invested should be enhanced. Ratio ofwelfare lottery to expenditure of family endowment service should be stabilized. The charityatmosphere could also be made. Private capital involvement can be boosted as well. Secondly,the policy design for endowment should be reinforced. Non-profit organizations can be supported and cultivated, and enthusiasm of primary-level organizations could be stimulated.Families are also encouraged to undertake the responsibility of family endowment. Thirdly,the patterns and details of family endowment service should be publicized and promoted.Fourthly, the professionalism and professionalization of the team of family endowmentservice should be strengthened. Fifthly, evaluation and supervision system for familyendowment service should be established to improve assessment to the aged people’srequirement of service and supervise the quality of family endowment service.
