Research On Establishment Of Management Of Administrative Approval Of Shanghai Municipal

As our country’s economy has been dramatically growing in recentyears, public’s expectation and requirements for the government are alsorising up. The concept of service-oriented government is better knownand well accepted by public. Administrative approval is one veryimportant aspect of government’s responsibility. Thus, standardizationand transparency of government’s administrative approval activity is ofgreat importance. To maximize the transparency and efficiency and tominimize the cost of administrative activities of the government,Shanghai municipal acts as an explorer in the area of how to standardizeadministrative approval so as to improve the management level ofadministrative approval. In recent years, Shanghai municipal has alreadylisted the categories of administrative approval to better control theseactivities in local area. Some practitioners of administrative approvalfocus on standard setting and make explorations in practice. A few earlyforms of administrative approval management system have beencreated in some administrative departments. However, no administrativeapproval management system in municipal level has been created sofar. Thus, to form a municipal administrative approval managementsystem will better promote the reform of administrative sanction system.By studying other scholars’ dissertations and comparing theirmethods and conclusions, this article use new theories of public management as guidance and apply the concept of standardization toshanghai municipal’s reform of administrative approval. To use the ideaand methods of standardization theories, the government will be able tomake significantly progress in optimizing the procedures ofadministrative approval, clarifying the responsibilities of administrativedepartments, unitizing staff’s behaviors, minimizing the impact of staff’sown discretion, creating better investing environment for enterprises andfacilitating public service providing progress. Using the theory of publicmanagement, this article systematically studies the ISO qualitymanagement system so as to increase government’s efficiency and createbetter government administration environment.
